520. The said County Commissioners, at their own expense, shall
notify all the property owners concerned of the passage of this Act by
publication in at least one newspaper in general circulation in Baltimore
County and one daily neswpaper of general circulation in Baltimore
City once each week for three successive weeks within three months from
the date of the passage of this Act. And the said County Commissioners
are hereby authorized and directed to compel compliance with the pro-
visions contained herein by completing as soon as possible all sidewalks
remaining unfinished at the expiration of the prescribed twenty months
and charge all costs of same to the abutting property owner and enforce
collection of same in like manner and under like conditions as taxes are
enforced and collected, and such costs shall be a lien on said property, the
same as taxes, until paid.

521. The County Commissioners are authorized and required to ap-
point such number of policemen as they may deem necessary for the better
protection of persons and property in Baltimore County, one of whom shall
have control of said police force and shall be designated as marshal; they
shall equip and arm said force and make such rules and regulations for
their proper government and discipline as they may deem best to pro-
mote the efficiency of the same, a copy of which rules and regulations shall
be furnished to each officer, as well as to the marshal, who shall see that
they are strictly enforced.

522. All appointments hereafter made to the Police Force of Balti-
more County shall be made from the qualified voters thereof and all
applications for appointments shall be made upon printed blanks to be
furnished free of charge by the County Commissioners, wherein the appli-
cant shall set forth in his own handwriting his full name and age, the
place and State of his birth, his occupation for two years preceding his
application and such other information as the Commissioners may require
touching the merits and fitness of the applicant for the position for which
he applies; such application shall be signed by the applicant, with his
affidavit that the facts herein set forth are true to the best of his knowl-
edge and belief, and shall contain blanks to be filled in bv four reputable
citizens of said county, certifying that the applicant is known to them for
not less than one year and in character and habits, to the best of their
knowledge and belief, is in all respects fit for the service which he wishes
to enter; provided that no person shall be appointed on the Police Force

of Baltimore County who is less than twenty-one nor more than forty
