and empowered to have control of the persons so employed as removers
of garbage and to report any failure or delinquency on their part to the
County Commissioners.

307. All residents in such places in Baltimore County, as may be
supplied with a force for the collection of garbage, ashes and other offal,
shall collect all offal accumulating on their premises into suitable recep-
tacles, and put them in a place convenient to the removers of garbage and
other offal; any resident who shall allow such garbage or offal to accumu-
late on his premises, without so collecting and so placing it, after receiv-
ing notice from the county or dis/trict health officer to do so, shall be
deemed guilty of a misdemeanor, and upon conviction thereof, shall be
subject to a fine of not less than one dollar, nor more than five dollars
for each such offense.

308. The County Commissioners are hereby authorized and empow-
ered to pass rules and regulations governing the disposal of urinary and
foecal matter, and any other form of sewerage in any part of Baltimore
County not incompatible with the Public General Laws or with rules and
regulations of the State Board of Health, and any person refusing or
neglecting to obey the rules and regulations of the said County Commis-
sioners shall be deemed guilty of a misdemeanor, and on conviction there-
of shall be fined ten dollars, and each day that any person shall continue
to dispose of any sewerage in violation of the rules and regulations of the
County Commissioners after due notice has been received from the said
County Commissioners to discontinue such act, shall be deemed a sepa-
rate and distinct offense, and the person or persons so offending shall be
liable to a further fine of five dollars for each day during which the
offense is continued; provided, that nothing in this section shall be con-
strued to prevent the use of water-tight boxes or other water-tight recep-
tacles, in privies, water-closets and outhouses; provided, that such boxes
or other receptacles shall be emptied by the occupant, and it shall be the
duty of the party occupying said premises to have the same emptied when-
ever it may be full or required to be cleaned, and any person refusing
or neglecting to have such box emptied upon notice from the county or
district health officer, shall be deemed guilty of a misdemeanor, and on
conviction thereof, shall be subject to a fine of five dollars.

309. No earth pits or cesspools or other means for the disposal of
human sewerage other than the water-tight boxes or other water-tight
receptacles specified in the preceding section shall be constructed in any
part of Baltimore County within three hundred vards of the source of
