under the supervision of the Highways Engineer of Baltimore County
according to plans and specifications prepared by him which shall have-
been submitted to and approved by the Chief Engineer of the State Roads
Commission of Maryland. That whenever there shall have been paid
into the hands of the said Treasurer of Baltimore County, under the afore-
said levy, a sufficient amount to lay not less than one thousand lineal feet
of such sidewalk four feet wide, said County Commissioners are author-
ized and directed to let a contract as aforesaid for so much of said side-
walk as the funds then available will justify, and so from time to time
letting additional contracts as funds may be available, beginning the con-
struction of said sidewalk at the east side of Bishop's Lane aforesaid and
causing said sidewalk to be constructed as a continuous one toward the-
east until it shall reach said western boundary line of Baltimore City.

284. The County Commissioners of Baltimore County, when petitioned
to do so by not less than twenty-five taxpayers residing within the area
hereinafter defined as the limits within which property is to be assessed,.
are hereby authorized, directed and required to make a special levy, to be
collected by the Treasurer of Baltimore County as other taxes are col-
lected, upon all of the property in the First District of said Baltimore
County lying within the area described as follows:

The strip of land extending from a line drawn at. right angles to the
Frederick Road at the west side of Beaumont Avenue, in the village of
Catonsville, of the width of twenty-four hundred (2400) feet, measuring-
twelve hundred feet on the north side of the center line of the State high-
way known as the Frederick Road and twelve hundred feet on the south
side of said center line.

That said special levy shall be made for the year succeeding the filing
of such petition and shall be continued from year to year until a sufficient
amount shall have been obtained to lay the entire sidewalk hereinafter-
described, but such levy shall not in any one year exceed twenty cents-
upon the hundred dollars of the taxable real estate within the area here-
inbefore defined. Upon the filing of siich petition said County Commis-
sioners shall give notice of the filing thereof by publication in one or
more newspapers published in Baltimore County; and if within thirty-
days after the publication of said notice there shall be filed with said
Commissioners a petition opposing said levy signed by the taxpayers,
residing within the said area in a number exceeding the number of per-
sons petitioning for said levy, then said levy shall not be made; but such
petitioning for and petitioning against the making of such a levy shall not
prevent the filing of similar petitions for and against in any succeeding
year.
