in such application to set forth the location, character, materials, purposes
and uses of said building, and to require every such person before begin-
ning work on the erection of any building in said town to obtain a permit
and to prescribe penalties for erecting or beginning to erect any building
without such permit. (16) To provide by ordinance for taking down and
removing any building of wood erected in any part or section of town
in violation of any ordinance wherein the erection of a building of wood
is forbidden. (17) To prevent by ordinance breaches or violation of the
Lord's Day, commonly called Sunday, so as to forbid traffic, barter or sale
in all commodities except medicine, milk and ice, and to prohibit unseemly
amusements, games, exhibitions and entertainments on that day, and to
prescribe penalties for violation of such ordinance. (18) To provide by
ordinance for establishing a building line for the erection of buildings
on the streets, alleys, lanes and thoroughfares of said town, or by order,
in case of particular business. (19) To preserve peace and order within
the corporate limits, and to prevent the firing of firearms, guns, pistols,
firecrackers and all other explosives whatever, within the corporate limits,
and enforce all ordinances in respect thereto by penalties. (20) To pre-
vent fast riding on horseback or on a bicycle or in an automobile on the
streets, alleys, lanes or thoroughfares in said town, and to prevent fast
driving in carriage, cart, wagon or any other vehicle on any of said streets,
alleys, lanes or thoroughfares in said town; to regulate the speed of rail-
road trains crossing any street in said town, and generally to restrain what-
ever produces unreasonable annoyance or inconvenience to persons while
passing along streets and thoroughfares of the town, or subjects them to
the risk or danger of injury or harm, and to provide penalties for all vio-
lations of such ordinance. (21) To order the taking down and removal
of any house or building deemed dangerous and unsafe, and to direct the
taking down of the same without delay. (22) To provide proper and
suitable lights on the public streets and make contracts for furnishing such
lights. (23) To define by ordinance the duties of all town officers or em-
ployees in order to secure the faithful performance of their duties or of
any contract entered into by them with the Mayor and Council, and to
fix the salaries of all officers and employees where the same are not regu-
lated by this charter. (24) To borrow money on promissory notes not
to exceed four thousand dollars at any one time. (25) To establish by
ordinance a local Board of Health and to establish and maintain in cases
of emergencies pest houses within or without the limits of the town, and
to quarantine against contagious or infectious diseases. (26) To establish
and maintain a lockup for the temporary confinement of violators of the
law. (27) To regulate the sale and storage of explosive and combustible
materials within the town, and to enforce all ordinances by appropriate
penalties. (28) To provide for the codification and publication of the
ordinances of the town. (29) To regulate or suppress slaughter houses
and smoke houses within the town, and regulate canning houses within
the corporate limits, and to enforce the provisions of all such ordinances
by appropriate penalties. (30) To regulate and control generally the use
