5128 ARTICLE 23.

or Congressional election, shall, on the first Saturday in December, 1916,
and on the first Saturday in December of every second year thereafter,
elect by ballot five persons to be commissioners; and said commissioners
before they enter upon the duties of their office shall make oath before
a justice of the peace or a notary public of the State of Maryland in and
for Wicomico County that they will diligently and faithfully without
partiality, favor or prejudice, well and truly perform the duties of com-
missioners of said town; and said commissioners so elected and qualified
shall meet on the first Monday after the first Tuesday in the January
next succeeding their election at eight o'clock, P. M., at the place where
the meetings of the retiring board had last been held and shall then and
there elect one of their number president of the Commissioners of Sharp-
town, and shall then and there designate the times, not less frequently
than once in every month, and the place of their subsequent regular meet-
ings, provided, that the said Commissioners of Sharptown shall have the
power to change as often as they may see fit the times and place of their
regular meetings by resolution duly passed and posted in at least one
public place in the town of Sharptown at least one week prior to the time
of the taking effect of such change; and the said Commissioners of Sharp-
town shall, at the times and place so designated, hold their regular meet-
ings, for the purpose of transacting and conducting the business and
affairs of the said town, and, in addition to such regular meetings, they
shall have the power to hold extraordinary meetings for the purpose of
transacting and conducting the business and affairs of the said town as
often and at such times and places as to them may seem necessary and
proper; and it shall be the duty of the president of The Commissioners
of Sharptown to preside at all meetings of the Commissioners, to preserve
order within the said town, to enforce the laws, ordinances and resolutions
of the said Commissioners of Sharptowu.

351. If any vacancy shall occur in the Board of Commissioners of
Sharptowu by death, removal, resignation, failure to qualify or otherwise,
the remaining commissioners at their next regular meeting, shall elect a
qualified person to be commissioner to fill such vacancy or vacancies, to
serve until the next election and until his or their successor or successors
are qualified, and at uext general election the qualified voters shall elect
a person or persons to fill such vacancy or vacancies.

352. The Commissioners of Sharptown shall, by posting notice in at
least four public places in Sharptown aforesaid at least ten clays prior
to holding of au election for the purpose of electing the Commissioners
of Sharptown, give notice thereof, stating the object of said election, and
the time and place and hours of holding same. The said commissioners
shall appoint three citizens, qualified voters of said town, to act as judges
of election, who before acting as such shall take oath in due form of law,
before a justice of the peace of Wicomico county, to fairly and impartially
