age systems provided for under this Act, and it may construct in any
street, road or alley or public highway a water main, sewer or drain, or
any appurtenance thereof, without the receipt of a permit or the payment
of a charge; provided, that whenever any county or municipal highway
is to be disturbed the public authority having control thereof shall be
duly notified, and provided further that said highway shall be repaired
and left by the Commission in the same, or a not inferior, condition to that
existing before being torn up, and that all costs incident thereto shall be
borne by the Commission. When said Commission desires to enter upon
any State highway for the purposes aforesaid it must first comply with
the provisions of Section 32 of Article 91 of the Code of Public General
Laws of Maryland (1924 Ed.).

330. If the Commission shall determine to acquire by purchase the
existing plant, water mains and franchise of the Salisbury Water Com-
pany, the amount paid therefor shall not exceed the valuation placed upon
the same by the Public Service Commission of Maryland at the time of
said purchase.

331. Every public service corporation, company or individual, before
it or they shall begin any construction in any street, road, alley or public
highway within the City of Salisbury, shall file with the Commission a
plan of such construction showing the location and depth, in such street,
road, alley or public highway, of the proposed main, conduit, pipe or other
structure, which plans must be approved by the Commission before such
construction is begun, and when approved no change shall be made in the
physical location of anything shown upon said plan except upon the ap-
proval of the Commission. Whenever any public service corporation, com-
pany or individual shall begin to put any such main, conduit, pipe or
other structure in any such street, road, alley or public highway without
first filing plans with the Commission and obtaining the approval thereof,
as above specified, or shall, without the approval of the Commission, make
any change in the location of such mains, conduits, pipes or other struc-
tures, as shown upon the plans approved by the Commission, or any ap-
proved change therein, such action shall constitute a misdemeanor, punish-
able as prescribed in Section 338 of this subtitle, and the Commission
may, when any such main, conduit, pipe or other structure interferes with
the construction or operation of its water or sewer systems or any of them,
remove the same or change the location thereof.

332. For the purpose of making extensions beyond the city limits of
Salisbury, which right is hereby expressly conferred upon said Commis-
sion for water supply and sewerage from time to time as it may deem
necessary, all charges and expenses therefor shall be under the jurisdic-
tion of the Public Service Commission of Maryland, which is hereby
