5104 ARTICLE 23.

vide by ordinance for the inspection and regulation of house drainage and
sewer connections and to prescribe the kind of material and quality there-
of of which said connection shall be made.

And the laying, building, opening, enlarging, regulating, paving, re-
pairing and maintaining of any sewer, drain or gutter shall be consid-
ered as a public improvement within the meaning of Section 309 of this
subtitle.

299. The Mayor and Council of Salisbury shall cause an enrollment
to be made of every male citizen over the age of twenty-one years who
does not pay taxes, and all such non-taxpayers shall be compelled to work
on the streets or alleys of said city, under the supervision of the street
supervisor, at least one and not more than two days in each year, or
furnish a substitute. If any such person, after being notified in writing
by said supervisor to do so at least one day before the time named for
him to appear, shall fail to appear at the place named in the notice or
furnish a substitute, or pay one dollar in lieu thereof, on or before the
day set for his appearance, unless excused for good cause by said super-
visor, he shall be deemed guilty of a misdemeanor, and on conviction be-
fore a. justice of the peace, shall be fined not less than two dollars and
stand committed until the fine and costs are paid. All fines under this
section to go to the Mayor and Council of Salisbury for city purposes.

300. The Mayor and Council shall cause the police of said city, and
for that purpose may divide said city in sections, to make, immediately
after the first day of May in each year, a complete list of every male per-
son over the age of twenty-one years of age, living in the corporate limits
of said city, which list shall contain full name, age and residence of the
person. Should anyone refuse to give said officers, or either of them, the
desired information, or give a wrong answer to any question asked them,
they shall be deemed guilty of a misdemeanor, and oil conviction before a
justice of the peace, be fined not less than one dollar and stand committed
until the fine and costs are paid. All fines hereunder to be paid to the
Mayor and Council of Salisbury for use of city.

301. The Mayor and Council may contract with any corporation, firm
or person for the lighting of the city or part thereof, either with electricity,
gas or by such means as they may deem proper; and for water for use at
fires, or other city purposes; or may supply such light or water them-
selves; provided no contract so entered into shall be for a longer period
than three years. And the said Mayor and Council may provide by ordi-
nance for the collection and removal of filth, garbage or any matter or
thing that may be or may become dangerous or injurious to the health
or comfort of the inhabitants of Salisbury, and may by ordinance contract
for the collection and removal of same, or may have same removed or any
