its agents or employees, violating any provision of this section shall be
guilty of a misdemeanor and upon conviction before any justice of the
peace of Wicomico county shall be liable to a fine of not less than five
dollars nor exceeding one hundred dollars, and in default of payment
shall be committed to the jail of Wicomico county until fine and costs
are paid, and all fines collected shall be paid over to the County Com-
missioners of Wicomico County for use of the public roads of said county.
Any person or corporation found guilty by a justice of the peace under
the provisions of this section may appeal to the Circuit Court for Wico-
mico County, and the said Court shall hear the same de novo, as appeals
from justices of the peace in criminal cases are heard and determined.

250. The County Commissioners or County Road Engineer may make
at any time such further rules and regulations as they may deem neces-
sary for the better keeping and maintaining of the public roads, bridges
and drains of said county, not inconsistent with the provisions of this act.

251. Any law or laws or parts of any law or laws, heretofore enacted
and affecting or pertaining to the County Commissioners, or roads,
bridges, drains or landings in said Wicomico county are hereby saved
and shall remain in full force and effect, except so far as the same or
any of them may be repealed by or may be inconsistent and in conflict
with the provisions of this act.

252. Whenever the owners of lands binding upon that piece or section
of public road leading from the Town of Mardela Springs to the Nanti-
coke River, at Vienna Ferry, shall comply with the provisions of section
44, Article 91 of the Code "of Public General Laws of Maryland (1924
ed.), as to the petition and bonding of the payment of ten per centum
of the cost of the construction of that part of the road bounded on both
sides by high land, the. County Commissioners of Wicomico County are
hereby directed and empowered to levy a sufficient sum to pay fifty per
centum of the cost of building that portion of the road which is bounded
upon either side by marsh land, and they shall proceed to carry out sec-
tion 43 of said Article 91 of the Public General Laws of Maryland, and
all other provisions provided under said Article 91 of said Public General
Laws of Maryland.
