taxation for county purposes for any certain period of time, in their dis-
cretion deemed advisable, any lands and buildings thereon in said county
used by such manufacturers in the usual conduct of and for the usual
purposes of their manufacturing business, and any mechanical tools or
implements, whether worked by hand or steam, or other motive power
machinery, manufacturing apparatus or engine owned by any individual
firm or corporation in said county and properly subject to valuation and
taxation therein, which said tools, implements, machinery, apparatus or
engine shall be actually employed and used in the business of manufac-
turing in said county.

234. The County Commissioners of Wicomico County shall have con-
trol over and regulate the public roads, bridges, drains, watercourses and
public landings in Wicomico county.

235. The County Commissioners of Wicomico County shall, at the
time of making their annual levy, levy upon the assessable basis of said
county a tax of not less than twenty cents on the hundred dollars, which
shall be used exclusively for the building, repairing, reconstructing and
maintenance of the public roads, bridges and drains in the said county,
which taxes shall be levied and collected as are other county taxes. The
said County Commissioners may appropriate or levy such other sum or
sums of money as they may deem requisite for the above purpose and
building new roads, bridges and drains in said county. All of the taxes
levied and collected under the provisions of this section shall be disbursed
by the County Commissioners on the roads, bridges and drains in said
county in the manner hereinafter provided.

236. The County Commissioners of Wicomico County shall, on or
before the first Tuesday of June succeeding the passage of this Act, as
hereinafter provided for, appoint some competent person who shall have
a sufficient knowledge of civil engineering and road construction to en-
able him to accurately make surveys, plats, profiles and specifications for
the grading, draining, maintenance, repairs and reconstruction of public
roads of the said county; and also to do the necessary engineering work
for the building or rebuilding of bridges; and who shall have had at least
two years' experience in road engineering work, to be known as "County
Road Engineer for Wicomico County," at an annual salary to be fixed
by the County Commissioners of Wicomico County, payable monthly, and,
in addition thereto, a sum not exceeding three hundred dollars annually,
to cover all actual and necessary expenses incurred by him in discharge
