194. All fines and penalties shall be for the use of said town, and all
ordinances shall be made public by being posted in at least three public
places in said town.

195. The County Commissioners of Wicomico county may, in their
discretion, contract with the publishers of at least two newspapers printed
and published in Wicomico county, for the publication of all local laws
relating to Wicomico county, passed at any preceding session of the Gen-
eral Assembly of Maryland; provided, that the entire cost of the same
shall not exceed two hundred dollars for publishing the local laws relating
to Wicomico county, passed at any single session of the General Assembly
of Maryland; and provided further, that all laws aforesaid shall be printed
and published within one month after the adjournment of a session of the
General Assembly of Maryland.

196. The register of wills of Wicomico county is authorized to procure
two large index books, one to be known as "index to guardianships," and
the other as "index to administrations," in the former of which books he
shall hereafter regularly enter and record, in alphabetical order, the names
of all guardians, wards, dates of guardianships, penalty of each guardian
bond, names of the sureties on the same, date of each guardian account,
and the date of the filing of the receipt and release of guardian from each
ward, in each and every case; and in the other book he shall enter and
record the name of each administrator or executor, the name of each surety
on each bond, penalty of said bond, name of decedent, date of adminis-
tration, date of the passage of each administration account, and date of
each distribution.

197. He shall receive for making said entries only such fees as are now
allowed by law for docket entries to registers of wills.

198. The Treasurer of Wicomico County shall be the collector of all
State taxes and of all county taxes for whatsoever purposes levied or to
be levied for or within said county during the term of his office, or that
