5024 ARTICLE 23.
office of the Clerk of the Circuit Court in the same manner as Magistrate
Judgments are now recorded; judgments by confession may be entered
before said Judge of the People's Court in any sum not exceeding Three
Hundred Dollars, and may be recorded as Magistrate Judgments are now
recorded; rules for the security for costs against non-resident litigants
may be laid; and the payment of costs by certified check or a deposit
thereof shall be deemed a compliance; all papers relating to causes of
action must be kept together, and the same shall be considered the archives
of the Court.

104. Said Judge of the People's Court shall impress upon all papers
in every cause before him to which his signature is attached, a seal, which
shall be circular in form, and on it shall be inscribed the words "The
People's Court, Salisburg, Md., 1927" ; said seal shall have no significance,
other than for the purposes of identification and shall not be considered
in any way as an act in law.
Appellate Court.

105. The Circuit Court for Wicomico County is hereby declared to
be the Appellate Court for said Judge of The People's Court, to which all
persons feeling aggrieved at the judgment of said Judge of The People's
Court may appeal; all appeals shall be tried de novo and the papers in
each cause appealed, together with a transcript of the docket entries, shall
be certified to the Circuit Court.

106. Said Judge of the People's Court shall sit, and said Court shall
be open for the conduct of business from 9:00 A. M. until 4:00 P. M.
each day, Sundays, Legal Holidays excepted; the said Judge of the Peo-
ple's Court may determine the time for regular sittings for the hearing
of criminal and police cases; and he may sit at any time he may consider
necessary for the disposal of emergency cases.
Said Judge of the People's Court shall have the right to establish rules
for the conduct of his proceedings, and he is hereby authorized and em-
powered to punish by a fine not exceeding Ten Dollars any person guilty
of disorderly conduct in his presence when a case is being heard; he shall
have a right to punish any person summoned as a witness who shall refuse
or fail to appear by a fine not exceeding Twenty-five Dollars; and he
may issue an attachment for any person summoned as a witness who fails
to appear.
Said Judge of the People's Court shall enter up judgment in all cases
brought or tried before him within ten days after a final hearing of the
case.
