porated. The said manner of procedure of the said Commissioners in
condemnation to be in all particulars the same as is provided by said
Article and sections aforesaid.

67. The said Commissioners of Delmar, Maryland, are hereby author-
ized to provide for and have control of hydrants in the streets for the
protection of property from fire and such other purposes as they shall
specify; purchase supplies for the maintenance of said water works; to
cause necessary repairs and renewals to be made; to make extensions;
to employ employees; to care for and operate said water works; to estab-
lish rules for the service of water to consumers; have the right to deter-
mine the kind and size of water pipes and time and manner of laying the
same, and the right to elect to lay the same, and to charge and collect the
cost of the same on the property served; to have the right to elect to re-
quire and install necessary water meters and to determine the size, kind
and cost of the same, and to charge and collect the same on property
served, and the right to inspect and control the management of the same,
service of the same and distribution pipes, and all other fixtures and appli-
ances for the use of the water; the right to fix and establish from time
to time a schedule of rates or charges for water, the charges to be due and
payable semi-annually with penalty of three per cent, if not paid within
fifteen days next following the day they are due and with penalty of six
per cent, from that day if not paid until the said fifteen days; said charges
shall be and are herewith made a lien on the property served, and if not
paid within six months from the day they are first due and payable, shall,
together with the penalties, be collected according to law in the manner
provided for by the rules before mentioned. It shall be the duty of the
treasurer of the Commissioners of Delmar, and he is hereby authorized
and empowered, to collect and receive said charges for water under the
direction of the said Commissioners and in accordance with the rules to
be established as hereinbefore provided for. The treasurer shall keep an
itemized account of all water charges and fines on account thereof, due and
payable, together with the names of the consumers and description of the
property served with water fully identified, together with sub-data as said
rules may require in a separate well-bound book or books, to be provided
for the purpose by the Commissioners, who shall also render in writing
on the first day of each month to the Commissioners and at such other
times as they may require an itemized statement or report of all moneys
due, payable or paid to him on account of water charges, together with
all moneys expended by him on account of water works, and such other
data as the Commissioners may require of him; and it shall be the duty
of the clerk to the Commissioners to preserve such statement on the file
in the office of the Commissioners and permit the same to be inspected
under his care by any person interested. It shall be the duty of the treas-
urer to pay the salary or wages of the employees of the said water works
and for supplies, materials and labor, the maintenance and operation of
