45002 ARTICLE 23.

fifteenth day of July, in any year, shall receive a discount of ten per cent,
on same for that year. Any person failing to comply with the preceding
section shall be guilty of a misdemeanor, and shall be arrested and brought
before some justice of the peace for Wicomico County, upon a warrant
issued by said justice of the peace in the name of the State of Maryland,
and upon proof of such failure to be fined one dollar for each day so
neglected and the costs of the suit, and in default of payment shall be
committed to the jail of said county for five days; and if the bailiff shall
receive any substitute who is not of the required age, under the preceding
section, or shall fail to post the said notice, he shall be fined not less than
five nor more than twenty dollars.

DRAINAGE AND SEWERAGE SYSTEM.

1927, ch. 16, sec. 1.

52. For the purpose of providing funds for the designing, construction,
establishment, condemnation, maintenance and operation of the sewerage
and storm-water drainage systems in the Town of Delmar, Wicomico
County, Maryland, the Commissioners of Delmar are hereby authorized,
empowered and directed to issue bonds from time to time in such amounts
as may be deemed necessary to carry on the said work, but at no time
shall the total amount of such bonds exceed the sum of One Hundred
Thousand Dollars ($100,000.00) ; said bonds shall be either registered or
coupon bonds, issued in such denominations as shall be determined by the
Commissioners of Delmar by ordinance; shall bear interest not exceeding
five per cent, per annum, payable semi-annually, and shall be serial type
bonds and shall mature in uot exceeding fifty years from the date of issue,
and shall be forever exempt from State, County and municipal taxation.
Said bonds shall be signed by the President of the Commissioners of Del-
mar, with the seal of the town of Delmar attached thereto, attested by
the Clerk of the said Commissioners of Delmar, and if coupon bonds, the
coupons thereof shall be signed by the Clerk of the Commissioners of Del-
mar or fac-simile of his signature shall be engraved or printed thereon.
Said bonds, when signed and attested as heretofore directed, shall be
delivered to the Treasurer of the Commissioners of Delmar, and the bond
of said Treasurer shall be responsible for the safe-keeping of said bonds
and the proceeds arising from the sale thereof. The Commissioners of
Delmar shall sell said bonds at public auction or by sealed bids, after-
giving at least two weeks' public notice thereof in one or more newspapers
published in Wicomico County, and in one or more newspapers published
in the City of Baltimore, at such times and in such amounts as the Com-
missioners of Delmar may deem advisable, reserving the right and privi-
lege to said Commissioners of Delmar to reject any or all bids. The said
Treasurer of the Commissioners of Delmar shall deliver said bonds so
sold to the purchaser or purchasers thereof and receive the money there-
for, including any premiums thereon. The money arising from the sale
of said bonds shall be kept as a separate fund by the Treasurer of the
