Engineer, the Governor of the State of Maryland shall immediately fill
the same by the appointment of some competent person who is a graduate
in Civil Engineering of a college or university of recognized standing
and having not less than five years experience in road and bridge building
or a man who has sufficient knowledge of Civil Engineering to enable him
to accurately make surveys, plats, profiles and specifications for the build-
ing or repair of public roads and bridges and having at least ten years
experience in road or bridge building in a supervisory or executive
capacity in responsible charge of important road and bridge work. The
Road Engineer of Washington County shall be responsible to the County
Commissioners for the proper expenditure of all money collected, by levy
or otherwise, for county road and bridge purposes. He shall have power
to employ as many and such foremen, mechanics, laborers, teams, trucks,
crushers, engines, rollers and other equipment or appliances as he may
think necessary for the proper construction, care and maintenance of the
County roads and fix the wages or hire thereof; and he shall have control
and supervision of the operation, preservation and repair of all road
making and road maintaining machinery and equipment owned by the
County. He shall have the power to appoint as many and such assistants,
inspectors and clerk as he may think necessary and fix their salaries, the
said salaries to be subject to the approval of the said County Commis-
sioners. He shall have the power to arbitrarily discharge any of his
employees or appointees, without the consent of the County Commis-
sioners, but when any one appointed by him and whose salary has been
approved by the County Commissioners, is discharged by him, he shall
immediately notify said County Commissioners in writing of his actions
and of his reason or reasons therefor. He shall be the sole purchasing
agent of all road supplies, materials and equipment of every kind for
use on the county roads and bridges. When the amount of any purchase
does not exceed Two Hundred Fifty Dollars ($250.) he shall make the
same and present the bill for the same to the County Commissioners for
payment. When the amount of any purchase, will in his judgment, ex-
ceed Two Hundred Fifty Dollars ($250.) he shall first present a requisi-
tion to the County Commissioners for their approval and the said County
Commissioners shall immediately act thereon, and when approved by
them in writing said purchase shall be made by the said Road Engi-
neer, after requesting bids therefor whenever in his judgment the pub-
lic interest will be better served by his so doing, and the bill for said
purchase, together with the requisition approved by the said County
Commissioners, with a memorandum of any bids received attached there-
to, shall be immediately presented by the said Road Engineer to the
said County Commissioners for payment. Bills shall be paid promptly
with a view of securing the largest possible discount. Requisitions, re-
ceipted bills and all other original papers and accounts shall be preserved
in the office of the County Commissioners and shall be open to the inspec-
tion of any taxpayer of Washington County. The Road Engineer of
Washington County shall inspect the roads and bridges of the County
as often as may be necessary to thoroughly familiarize himself with the
