WASHINGTON COUNTY. 4907

Orphans' Court for the next ensuing year; and it shall be the duty of the
Register of Wills to certify monthly to the County Commissioners of the
county the number of days each of said Judges has attended said Court
during the months, and the Tax Collector shall pay to each of said Judges
six dollars ($6.00) for each of said day's attendance so certified by the
Register of Wills.

PAWNBROKERS.

1916, ch. 354, sec. 2.

690. Any regular licensed Pawnbroker in Washington County may
charge for any loans upon goods, chattels, or other personal property, to
cover interest, storage, investigation of title, packing and all other expenses
incidental to the pawnbrokers' business, a sum of money not to exceed five
per cent, of the amount loaned for 30 days, of any loan made not exceeding
twenty-five dollars, and for any renewal or renewals of said loan a sum of
money, not to exceed two and one-half per cent, of the amount loaned, for
each 30 days of said renewal or renewals. For loans of more than twenty-
five dollars, a sum not to exceed three per cent, of the amount loaned for
thirty days and two per cent, of said amount loaned for each renewal of
said loan for a period of thirty days, and there shall be no other charges of
any kind whatsoever made for or on account of said loans or the renewals
thereof. At the time of making such loan, or any renewal thereof, each
pawnbroker shall give to the borrowers, a ticket or receipt stating the arti-
cle or articles upon which the loan is advanced, and the amount of the
loan. Said ticket or receipt shall have printed on it a schedule of the
amounts allowed to bo charged upon loans under the provisions of this Act.

691. Such licensed Pawnbroker shall keep or cause to be kept in suit-
able books, to be provided by them, an accurate account of each loan or
advance made, giving the name of the person or persons to whom a loan is
made, a general description of the property taken as security, the time
the loan is made, the amount thereof, and the amount charged for making
it.

These books and all the business and affairs of every licensed pawn-
broker shall be subject at all times to inspection by the Chief of Police of
the City of Hagerstown in said County.

692. Any person or persons, firm or corporation, who shall engage in
the business of loaning money upon personal property and charge therefor,
under any pretext whatsoever, any sum in excess of the legal rate of
interest, without first taking out a pawnbroker's license, shall be deemed
guilty of a misdemeanor and upon trial and conviction shall be punished
by a fine of one hundred dollars for the first offense, and the same fine and
also imprisonment in jail for thirty days for each subsequent offense.
