RETAILERS AND TRADERS.

407. The Clerk of the Circuit Court for said county shall in all cases,
before granting a license to any trader or retailer, examine the person ap-
plying for the same, on oath, whether the said license is intended to be
used for the benefit of the person only in whose name the same is applied
for, or for the use or benefit of any other person.

408. The said clerk shall not grant such license if it shall appear that
the same is not intended for the sole use and benefit of the person apply-
ing for the same, under the penalty of fifty dollars, to be recovered as
small debts are, one-half to the informer and the other half to the use of
the county.

409. The County Commissioners of Anne Arundel County are author-
ized and empowered to control and regulate the public roads and bridges
in said county, subject to the provisions of this Act; they shall sit as a
Road Board once in each month, and oftener if deemed by them necessary
to the public interests, for the consideration and determination of matters
relating to county roads and bridges; and at such meetings each County
Commissioner resident in a road district shall acquaint the Board with
conditions affecting roads and bridges in said district, the County Com-
missioners elected from the Sixth Election District, or the City of Annap-
olis, shall be the secretary of the Road Board, and as such act at its
meetings; and he shall also be the auditor of the road and bridge funds
and accounts; it shall be the duty of each of the other County Commis-
sioners to make careful inspection of road work in his district, according
to rules to be adopted by the boards, in lieu of all other compensation;
per diem or mileage for the duties imposed by this section, the said County
Commissioners shall each receive a salary of three hundred dollars per
year in addition to such salary as is now provided for them by law.

410. The County Commissioners of Anne Arundel County shall, at the
time of making the annual levy in said county levy upon the taxable
property in the First, Second and Eighth Election Districts, a road tax
not to exceed twenty-five cents on the hundred dollars, and upon the tax-
able property in the Third, Fourth and Fifth Election Districts a road
tax not to exceed forty-five cents on the hundred dollars, which said tax
shall be used for the repair and maintenance of public roads and bridges
