authorized and empowered to fix rates to be paid either to the Mayor and
Council, or the person or persons, corporation or corporations contracting
with said Mayor and Council by the citizens creating or producing gar-
bage, for the collection and removal of the same. And the said Mayor
and Council are authorized and empowered to provide for the collection
of said rates by use of the same processes as the tax collector of Hagers-
town may employ for the collection of taxes, or by an action of debt, or
by fine within the limits that the power to fine is now exercised by the
said Mayor and Council in the enforcement of the ordinance of the Mayor
and Council of Hagerstown, and the said Mayor and Council are hereby
authorized and empowered to levy taxes in addition to the amount now
authorized by law sufficient to meet the necessary expenses incurred to
carry out the provisions of this section; provided, the said additional tax
does not exceed three cents on the hundred dollars at the annual levy.

382. The Mayor and Council of Hagerstown are hereby authorized
and directed, in their discretion, to enter into a contract with The Wash-
ington County Free Library, whereby they shall contract to contribute an-
nually, in perpetuity, the sum of $3,000 per annum for the care and main-
tenance of the said The Washington County Free Library.

382A. For the purpose of carrying out the obligation which may be
incurred under the provisions of the foregoing section, that the said
Mayor and Council of Hagerstown are hereby authorized and directed, in
their discretion, to levy and collect annually, in perpetuity, on the assess-
able property of said town a sum of money sufficient to meet the obligation
to be incurred by the said Mayor and Council of Hagerstown under the
provisions of the foregoing section.

383. The Mayor and Council of Hagerstown is hereby authorized and
empowered to exempt from municipal taxation for a period of years not
exceeding ten from the date of the passage of this Act, such factories,
manufacturing industries, establishments, plants and the like, and the
land, machinery and tools therewith used, stock in trade and products
thereof as may be located in said Hagerstown since the 1st day of Janu-
ary, 1926, or may locate therein thereafter within a period of ten years
from the 1st day of January, 1926; the said Mayor and Council to deter-
