4768 ARTICLE 22.

necessary certificates required by this article shall be made out by the
judges and clerks, and shall be voted with the power and authority to com-
mit offenders for any breach of the peace in the like manner as any
justice of the peace.

270. Every judge of election, at every election to be hereafter held in
the city of Hagerstown in pursuance of law, before he proceeds to take or
receive any vote, shall take the following oath or affirmation: "I, A. B.,
do swear (or affirm) that I will permit all persons to vote who shall offer
to vote at the election now to be held for the city of Hagerstown, whose
names shall appear on the registry or list of voters furnished to me ac-
cording to law, as qualified voters under the constitution and laws of this
State and that I will not permit any person to vote at the same election,
whose name shall not be found upon the said registry or list of qualified
voters; and I will in all things execute the office of judge of the said
election, according to the best of my knowledge, without favor or par-
tiality, so help me God."

271. Every clerk, before he enters any vote in the poll books shall take
the following oath to wit: "I, A. B., do swear that I will well and faith-
fully without favor, affection or partiality, execute the office of clerk of
the election now to be held, according to the best of my knowledge, so help
me God."

272. The several judges and clerks shall be sworn before a justice of
the peace; and a certificate of every such oath signed by the person admin-
istering the same shall be annexed to the poll-books.

273. All elections shall commence at six o'clock in the morning of the
respective days of election and shall continue without adjournment, and
shall be closed at six o'clock in the evening of the same day, and no ballot
shall be taken before the said hour of six o'clock in the morning, nor after
the hour of six o'clock in the evening.

274. Every voter shall deliver to the judges of election in the ward in
which he offers to vote, one official ballot to be furnished to him in the
manner stated in section one hundred and sixty-one of this article, and
the ballot so delivered to and received by the judges of election, shall be
deposited in the ballot-box until the polls be closed, subject to the limita-
tion hereinafter stated; one accredited representation or challenger of each
and every political party whose candidates are voted for at each election,
to be designated in writing by such candidates, and in case of his necessary
absence a substitute similarly selected shall be entitled to be admitted into
