shall not, in subscribing and taking stock in any turnpike company, as
aforesaid, exceed in such subscription an amount equivalent to the capi-
talization of the annual expenditure in appropriation made by said com-
missioners upon the public road over which said turnpike is to be con-
structed, said capitalization to be computed upon a basis of five per cent.

162. At any time that the said county commissioners shall make a
subscription to the stock of any turnpike company in pursuance of the
terms of the foregoing section, the said commissioners are hereby empow-
ered to pay the said subscription out of any money in the county treasury
unexpended or otherwise unappropriated; and the said commissioners may
issue bonds tearing interest, payable semi-annually, at a rate not exceed-
ing four per cent., in such denominations and payable at such times as
they may determine, to the amount of said subscription.

163. The County Commissioners of Washington County shall, when
sitting as a local board of health, annually, in the month of May, or as
soon thereafter as practicable, appoint a health officer who shall be a well-
educated physician, and who by virtue of such appointments shall be the
secretary of such beard of health, and the executive officer thereof pro-
vided, that the salary to be paid said health officer shall be fixed by the
County Commissioners at the time of his appointment, and he shall not
receive for his services any further compensation from the County Com-
missioners in the way of salary or fees, but he may be allowed for legiti-
mate expenses in the discretion of the County Commissioners.*

164. The County Commissioners of Washington County are hereby
authorized and empowered to levy annually upon the taxable property of
Washington county a sum of money not to exceed the sum of three hun-
dred dollars ($300), the same to be paid to the Civic League of Hagers-
town, a corporation duly incorporated under the Laws of Maryland, to be
applied by said League towards the payment of the salary of a trained
district tuberculosis nurse for Washington county.

165. The County Commissioners of Washington county are hereby
authorized and directed in their discretion to enter into a contract with
The Washington County Free Library, whereby they shall contract to con-
tribute annually in perpetuity the sum of forty-five hundred dollars per
