And if at any time the revenues shall be insufficient for conducting and
operating said plant until the same shall become self-sustaining, then said
Oxford Utilities Commission shall have authority and are hereby empow-
ered to draft upon the Commissioners of Oxford to meet such deficiency,
and the said Commissioners of Oxford shall honor and pay the same out
of any funds in their hands unapportioned to special purposes; and should
said Commissioners of Oxford not have the necessary funds to meet such
drafts, then the said Commissioners of Oxford are authorized to borrow
upon the faith and credit of the town, or to raise by a special tax, the
funds necessary to meet such deficiency.

359. The Commissioners of Oxford shall at the times have the right
to examine or to have examined the books and accounts of said Utilities
Commission, and have power to remove any member of said Commission
against whom charges may be filed and proven, by formal resolution
passed by the unanimous vote of the Commissioners of Oxford, provided,
however, the members thus removed shall have the right to appeal to the
Circuit Court for Talbot County.

360. Said Oxford Utilities Commission shall have the right to open
streets for electric light poles or conduits without special permit, but
notice must be given the Commissioners of Oxford in writing of an inten-
tion to make such openings and erect such poles, and the said Utilities
Commission is required to have the openings carefully guarded to avoid
accident, and to restore and to comply with the requirements of the town
as to restoring the road bed or sidewalk to its normal condition.

361. Said Utilities Commission shall have full authority to sell to the
Commissioners of Oxford and to the inhabitants of Oxford and vicinity
the product of said electric plant.
WATER.
1927, ch. 464, sec. 1.
362. The Commissioners of Oxford are hereby authorized and em-
powered to build, construct, equip, maintain and operate a water supply
system, for the town of Oxford, Talbot County, State of Maryland, in-
cluding drilled wells, receiving reservoirs, stand pipes, pumping stations,
elevated tanks and towers, mains, connections and fire hydrants for munic-
ipal and commercial purposes and for supplying water to the citizens of
Oxford and vicinity, and to fix rates and make contracts for the same.*
*Secs. 2 and 3, ch. 464, 1927, authorized $40,000 of bonds for water system. Sec
10 provided for referendum vote.
