shall make a list of all the persons who have not paid the exemption fee,
and from this list the town bailiff shall from time to time call out persons
for service, and he shall allow no person to escape from the service. On
or about September in each year a second list shall be made by the town
clerk, assisted as aforesaid, including persons becoming liable to serve
between the first day of June and the first day of December in the current
year, and this list shall be delivered to the town bailiff as soon after the
first of September as convenient, and he shall call on every person named
therein to pay him fifty cents, and on such payment he shall give to the
person a receipt exempting from service during the second half of the
current year. Within five days from the first day of December the town
bailiff shall make a list of those persons who have not paid the exemption
fee, and said officer shall place the names on his list of persons liable to
service. The town bailiff shall make monthly returns to the town clerk
of the moneys collected, and shall pay over the same to him. Any person
who shall fail to pay when called on by the town bailiff may still pay at
any time before the final list has been made by the town bailiff, and shall
pay fifty cents additional in order to exempt him from service. The Com-
missioners of Oxford shall have full power and authority to pass one or
more ordinances for executing, carrying out and enforcing the provisions
thereof and providing systematic arrangements in respect thereto.

LIGHT PLANT.

1920, ch. 177, sec. 1.

355. The Commissioners of Oxford are hereby authorized and empow-
ered to erect, construct, equip, maintain and operate a plant for manufac-
turing and supplying electric current for lighting the streets, lanes, alleys,
ways and squares of Oxford and for other municipal purposes, and for
supplying light, heat and power to the citizens of Oxford and vicinity,
and to fix rates and make contracts for the same.*

356. Upon completion of said Electric Plant, and within ten days
thereafter, the Commissioners of Oxford shall appoint three (3) residents
and taxpayers of the town of Oxford who together with the President of
the Commissioners of Oxford shall constitute the Oxford Utilities Corn-
mission, the members of said Commission so appointed shall serve for
the term of one, two and three years, respectively from the date of their
appointment, and the term for which each member of said Commission
shall be appointed shall be named by said Commissioners of Oxford, and
each member shall continue to hold office until his siiccessor shall be ap-
pointed. Their successors shall be appointed one every year during the
month preceding the expiration of his term,and the term of his successor
