vided, that any person or body corporate shall have the right to appeal to
the Circuit Court for Talbot county and Court of Appeals of Maryland.

1906, ch. 458, sec. 74.

171. The Mayor shall designate and appoint three of the Council to
sit as a board to make transfers and abatements of taxes and assessments
of said town and to hear appeals of all persons who feel aggrieved by any
assessment, and the sittings of the said board shall be on the first Monday,
Tuesday and Wednesday of June of each year, and their hours shall be
from 7.30 P. M. to 9 P. M., and each member of said board shall receive
as compensation $5 for his entire service rendered. Appeals may be
taken from the decisions of this board to the Circuit Court for Talbot
county and thence to the Court of Appeals of Maryland, and the mariner
of taking said appeal shall be that provided for by the law regulating
appeals from the board of County Commissioners, sitting as a board of
transfers and abatements, for Talbot county; and all persons or body
corporate who shall be newly assessed or whose assessment shall be in-
creased, shall be notified by the said board by letter of the amount of said
assessment.

172. At the first regular meeting of the Council after the regular
election, the Mayor shall appoint, subject to the confirmation of the Coun-
cil, a person, not a member of the Council, whose official title shall be
"Town Clerk," to serve for two years from June 1st following, or until
his successor shall be duly appointed and qualified, and it shall be his duty
to attend all meetings of the Council and act as Clerk thereof; he shall
be collector of taxes and of all other sums receivable, and Treasurer of
the town and shall be at the Council Room, or Town Clerk's Office, on
such days and hours as may be provided by ordinance or resolution, and
he shall perform such other duties as the Charter of Easton may provide
and the Mayor and Council may by ordinance or resolution direct, and he
shall receive for his services such sum per annum, payable in monthly in-
stallments, as the Mayor and Council may by ordinance determine.

173. He shall collect all the town taxes hereinafter levied by the Mayor
and Council, and all licenses, and receive all fines and other moneys in
anywise belonging to the said town, and act as treasurer for the town.
He shall have full power to enforce payment of all taxes levied by the
Council, by suit or by sale or otherwise, as hereinafter provided, and to
convey title to any real or personal property sold by him for the non-
payment of taxes.

174. He shall, before he enters upon the duties of his office, take before
the Mayor the oath hereinafter provided for, and also execute a bond to
the State of Maryland in the penalty of Ten Thousand Dollars, for the
