be employed as such, which shall be in full and in lieu of all other allow-
ances; and the county commissioners are authorized and directed to levy
annually for his use, on the assessable property of said county, such sum
of money as they shall deem sufficient to pay said per diem; and upon
presentation to them of the certificate of the clerk of said court, certifying
the number of days in which said crier has been engaged at each term of
said court, they are directed to pay the said per diem in cash.

113. The provisions of Sections 241 to 245 of Article 4 of the public
local laws, title "City of Baltimore," relating to "Cruelty to Animals,"
shall apply to Talbot county as fully as if repeated in this article.

114. All owners of dogs and sluts of the age of four (4) months and
upward in Talbot County shall pay to the county an annual tax of one
dollar for each dog or spayed skit and two dollars for each slut, and any
dog or slut kept straying about the premises of any person with his knowl-
edge, whether such person be the owner or only the occupant of said
premises, shall be deemed for the purpose of this section the property of
said person, and the tax imposed by this section shall be due and payable
on the first day of July of each year. And no slut shall be taken under
this section as a spayed slut, unless the person paying the tax therefor
shall produce satisfactory proof to the County Commissioners that said
slut has been spayed.

115. The County Commissioners of said Talbot County are hereby
directed to divide their county into constabulary districts in proportion to
the number of constables in said county, and shall make it the duty of
said constables in each of said districts to enumerate annually the number
of dogs and sluts in said districts, together with the name or names of the
person owning or keeping same, and to return a full and complete account
or statement of said enumeration to the County Commissioners of said
county as soon as the same may be completed by said constables, and the
said County Commissioners shall direct the County Treasurer of Talbot
County to pay annually to each constable who shall faithfully make and
return said account or statement to them as aforesaid ten per centum of
the whole tax collected on dogs and sluts in the constabulary district
assigned to him and in which he has made such enumeration and return,
