4478 ARTICLE 20.

the day upon which he is to take possession of the office of Treasurer and
enter upon the duties thereof in conformity with the provisions of this
Act, the County Commissioners of Somerset County shall appoint some
qualified voter of Somerset County as Treasurer and Collector during this
term in the place of the one who failed to qualify; and in case of his
failure to qualify within thirty days, to appoint another, and so on after
every interval of thirty days until a Treasurer shall be duly qualified.

342. In case of the death, resignation or removal of the Treasurer
during his term of office, the County Commissioners of Somerset County
shall, within thirty days thereafter, appoint a Treasurer and Collector for
the unexpired term thus created, who shall take the oath, give the bond
and perform all the duties of said office prescribed by law.

343. The County Treasurer, in addition to his duties as Treasurer
and Collector, shall perform all the duties of Clerk to the County Com-
missioners of Somerset County, without any extra compensation what-
soever ; and he is empowered to administer an oath or affirmation to any
account to any person presenting a claim against Somerset County, but
he shall not administer such oath or affirmation in any other place than in
the office of the County Commissioners, nor shall he be allowed any fee
for administering said oath or affirmation.

344. The County Commissioners shall make their annual levy for
State and county taxes on or before the first Monday in July in each and
every year, which said state and county taxes shall be due and payable
as soon as levied. On taxes which are not paid before the first day of
October, interest at the rate of one-half of one per cent shall be charged
if paid at any time during said month of October, and interest of one-
half of one per cent, per month shall be charged for every additional month
or fraction thereof that such taxes shall remain unpaid.

345. Within sixty days after the annual levy shall have been made
the said Treasurer, in performance of his duties as Clerk to said County
Commissioners, shall make a true copy of the assessment list of Somerset
County in books supplied by the County Commissioners for the purpose,
showing the aggregate assessment of every person, set of persons or cor-
porate institutions as the same there appears on the assessment books of
said county, with the name of said owners arranged according to election
districts, and alphabetically for each district, and the amount of State and
county taxes due and owing by every such person, set of persons or cor-
porate institutions; and said books shall be kept in the office of the County
Commissioners, and the said Treasurer shall place thereon all credits,
