4446 ARTICLE 20.

of such justice of the peace, there shall be a right of appeal within ten
days to the Circuit Court for said county in which such justice resides.

LITTLE ANNAMESSEX RIVER.

P. L. L., 1888, Art. 20, sec. 155. 1867, ch. 295.

229. It shall not be lawful to throw or put into the navigable waters
of the Little Annamessex river any stone, earth, shells, timber or other
substance tending to fill up the said river or obstruct the navigation be-
tween the railroad wharf and Tangier sound; nor shall it be lawful to
anchor or place any boat, vessel, timber, rafts or floats of any kind in said
river between said points in the track of inward or outward bound vessels,
or to hinder and delay the passage of any such vessels in or out; and any
person Avho shall be guilty of either of the offenses above mentioned shall
forfeit and pay a fine of not less than twenty nor more than one hundred
dollars, at the discretion of the justice trying the same, to' be recovered
with costs as other small debts before a justice of the peace of said county,
in the name of the State, one-half for the use of the school fund of said
county, the other half for the use of the informer; and if any boat or
vessel, while anchored or placed in said river contrary to this sub-title
of this article, shall be collided with and damaged by any inward or out-
ward bound vessel, the owner thereof shall not be entitled to recover for
any such loss or injury, but this sub-title of this article and the violation
thereof shall be a full justification of such inward or outward bound
vessel so colliding.

LIVERY STABLES—FRAUD ON.

1908, ch. 8 (p. 995).

230. If any person shall hire from any livery stable keeper in Som-
erset county, any horse, mare, gelding or vehicle of any description what-
soever to go to any certain place or any certain distance and shall secretly
use said horse, mare, gelding or vehicle for greater distance, or in going
to some other place than so hired with the intent to avoid payment for
such increased use, and shall fail or refuse to immediately pay the said
stable keeper a reasonable compensation for the additional use of said
horse, mare, gelding or vehicle, which additional compensation shall be
rated in proportion to the increased distance and use, such person, shall
on conviction before any justice of the peace of Somerset county forfeit
and pay a fine of not less than five dollars nor more than twenty-five
dollars, and upon failure or refusal to pay said fine and costs, shall be
committed by such justice of the peace to the jail of Somerset county for
a period not exceeding thirty days, and in case of conviction as aforesaid,
the accused shall have a right of appeal to the Circuit Court of Somerset
county upon entering into recognizance with surety to be approved by the
justice of the peace, and in every such case the appeal shall be taken
within thirty days after the date of his conviction.
