diseases; they are empowered by ordinances to regulate cess-pools, earth
pits and other means of sewage disposal; to regulate or exclude places
where offensive trade are conducted; to regulate or exclude pig-pens within
the corporate limits; to pass ordinances governing the disposal of garbage
or refuse; to regulate or exclude slaughter houses within the corporate
limits; to establish a system of public water supply; to establish a system
of sewage disposal, and to require by ordinance connections to be made
with the said sewer at the expense of owners or tenants; to pass ordi-
nances to close polluted wells, springs and other sources of water supply
when such sources shall be certified by the State Board of Health after
proper analysis to be polluted; and to pass ordinances for the quarantine
and regulation of communicable diseases, not inconsistent with the laws
of Maryland or with the rules and regulations of the State Board of Health.

96. The Mayor and Council of Crisfield shall once a month meet and
ait as a local board of health; at such meeting they shall receive the report
of their secretary, shall hear petitions and complaints in reference to
nuisances, epidemic diseases, and other unhealthful conditions, and shall
consider and act upon such other matters as may properly come under the
provisions of this subtitle; provided that the Mayor may call additional
special meetings of the local Board of Health when in his judgment it
shall become necessary. The said local Board of Health shall act in
conjunction with the State Board of Health, and shall report or cause to
be reported to said Board any unusual epidemic or the prevalence of any
infectious disease and such other facts in reference to the sanitary con-
dition of the City as they may deem important or necessary. And in
case of any unusual epidemic or the prevalence of any infectious disease,
the County Board of Health shall take charge of the situation and take
the necessary and proper steps to control the same, whenever notified by
the City Board of Health to do so, under and by virtue of the provisions
of the Annotated Code, Art. 43, Sec. 52.

97. Such local Board of Health shall appoint in the month of June,
1916, and every two years thereafter, or as soon thereafter as practicable,
a city health officer; a successor shall be appointed by the local Board of
Health, as soon as practicable; the city health officer shall hold office for
two years from the date of his appointment, but may be removed by the
State Board of Health for cause upon charges made and considered at a
regular meeting of said Board.

98. Such health officer shall maintain in Crisfield an office where shall
be kept all the records and data pertaining to his duties under this charter,
and which records and data shall belong to the Mayor and Council of
