and by virtue of the law and the ordinances to the best of their ability.
The Mayor may, whenever he may deem it to the best interest of the city,
suspend any police officer or street supervisor, without pay, for a period
not exceding one month. He shall report to the Council his action, and
if he deems it advisable and for the best interests of the city he may
prefer charges against said officers or any of them to the Council, who shall
compel answer by the person charged and try the same. The Mayor shall
receive for his services a salary of five hundred dollars per annum, payable
semi-annually.

62. The Mayor and City Council shall meet on the second Wednesday
following their election, and shall thereafter hold regular meetings on the
second Wednesday in each mouth, and may adjourn from time to time as
they may appoint, and called meetings may be called in writing by the
Mayor (or by majority of the Council, as often as may be deemed neces-
sary for the transaction of business). A majority of the Councilmen shall
be a quorum for the transaction of any business, a majority of those
present constituting a quorum to decide any question. The Councilmen
shall each receive a salary of two hundred dollars per annum, payable
semi-annually. The Council may elect a permanent president pro tem.

63. Neither the Mayor nor any Councilman shall enter into nor make
any contract for doing work or furnishing any supplies or materials for
the said city; nor shall they, nor any of them, in any manner participate
in the profits of any contract made by or entered into by them for auch city
with any person, firm or corporation whatsoever; provided, that this
section shall not apply to any person a stockholder, but not an officer, of
a corporation having a contract with the said city, and any contract made
contrary to the provisions of this section shall be null and void, and noth-
ing shall be recoverable thereon at law.

64. The Mayor, after the biennial election and qualification of the
newly elected members of the City Council at its first regular meeting,
shall appoint, subject to confirmation by a majority of the Council, not
more than four persons as policemen and harbor masters, one person as
supervisor of the streets, one person as registrar or officer of registration,
and one of the Justices of the Peace of Somerset County residing in said
city as police justice for the city, each of whom hold office for one year
from the date of appointment, or until his successor is appointed, con-
firmed and qualified. The duties and compensation of these officials shall
be such as are prescribed by law and by ordinance or resolution of the
Mayor and Council from time to time.
