place thereon, by the voter, then said ballot shall not be counted by the
Judges of Election, in determining the result. If the initials of the Clerk
of Election shall not appear on the back of said ballot it shall not be placed
in the ballot box, but shall be rejected and kept by the Judges and Clerk
of Election in a separate place. If any ballot be spoiled by a voter he may
surrender same and receive from said Clerk a second ballot to be voted.

All such rejected ballots shall not be counted by the Judges of Election
but shall be preserved by the said Judges and Clerk of Election and handed
at the close of the election to the Clerk of the Circuit Court for Somerset
County. No person can vote at any municipal election, except by the use
of an official ballot, as above described.

Any person desiring to have his own name or that of any other person
printed on the official ballot as a candidate for any office at any ensuing
election may do so by applying to the Clerk to the Mayor and Council of
Crisfield at least twenty (20) days before the election and paying to him,
the sum of ten ($10.00) dollars, in the case of a candidate for Mayor,
and two ($2.00) dollars, in the case of a candidate for Councilman; in
which case said name shall appear printed on said official ballot and not
otherwise.

Any person violating any of the provisions in this section or neglecting
the performance of any duty imposed thereby, shall be subject to a fine
of not less than ten ($10.00) dollars nor more than one hundred ($100.00)
dollars for each and every offense.

56. The Mayor shall by publication in one or more newspapers pub-
lished in Crisfield at least ten days prior to holding any such elections
give notice thereof, stating the object of said election and the time, place
and hours of holding the same. The Mayor shall at least three days prior
to the holding of any such elections appoint three persons, qualified voters
of said City, two of whom shall be of the majority party or division of
opinion, at such election, and one from the minority or largest minority,
to act as the judges of the election, who before acting as such shall take
oath in due form of law before the Mayor or a Justice of the Peace of
Somerset County, to fairly and impartially perform the duties of judges
of said election. In case any of the persons so appointed as judges shall
fail to appear and qualify or open the polls at the hour appointed therefor,
or to perform any of the duties required of them as such judges and unless
excused before the time of opening the polls by the Mayor, then the Judge
or Judges so failing to qualify or to open the polls, or to perform any other
of the duties required of him or them, as such judge or judges, or unless
incapacitated by sickness, shall be deemed guilty of a misdemeanor, and
on conviction after indictments shall be fined not less than $50.00 nor
more than $500.00, and be committed to the County Jail until fine and
costs are paid, or shall be both fined and sentenced to the House of Correc-
tion for not less than three nor more than twelve months, at the discretion
of the Court. In case any or all of the judges so appointed shall fail to
