4382 ARTICLE 20.

sell, lease or otherwise dispose of any property belonging to said corpora-
tion; provided, that it shall not buy, sell or dispose of any property of
the value of $5,000 or over without first submitting the question of so
doing to the voters of said city at a general or special election, of which
election and submission at least twenty days' prior notice shall be given
in the manner provided for holding general elections under this Act.

53. The government of said City shall be vested in a Mayor and three
Councilmen, to be selected as hereinafter provided. The Mayor shall not
be less than thirty years of age, and each Councilman shall not be less
than twenty-five years of age, at the time of their election; the Mayor and
each Councilman shall be citizens of the United States, and for two years
immediately preceding their election, residents of the City of Crisfield.
The Mayor shall be a bona fide owner of real estate to the value of not
less than one thousand dollars, and assessed for the same on the tax books
of the said City at the time of his election and for two years next prior
thereto, the taxes on which shall not be in arrears; each Councilman shall
be a bona fide owner of real estate to the value of not less than five hun-
dred dollars, and assessed for the same on the tax books of said City at
the time of their election and for two years next prior thereto, the taxes
on which shall not be in arrears.

At the first election to be held hereunder, the Mayor shall be elected
to hold office for the term of two years, and until his successor is appointed,
elected or qualified, and one of said Councilmen shall be elected to hold
office for four years, and the remaining Councilmen shall be elected to
hold office for two years, or until their successors are appointed, elected
or qualified; and at all subsequent elections to fill vacancies arising from
the expiration of said term of Councilman, or any of them, their succes-
sors shall be elected to hold office for the term of four years, and until
their successors are appointed, elected or qualified, and the Mayor shall
be elected to hold office for the term of two years, and until his successor
is appointed, elected or qualified.

54. The citizens of said City, of twenty-one years of age or over, who
have resided in said City one year preceding any election, having the
qualifications entitling them to vote at any State or County election there-
in, and all citizens of like age of Somerset County, entitled to vote in any
election district or precinct therein, outside of the City of Crisfield, and
owning any freehold property, or leasehold property for ninety-nine years
renewable, within the limits of said City, for two years or more before
any election in said City, and being registered voters in said City, shall
elect by ballot, on the first Wednesday in June, 1922, a Mayor and three
Councilmen, as provided in the preceding section, and biennially there-
after, on the same day Mayor and Councilmen sufficient to fill the places
of those whose terms have expired, and no person, not entitled to vote as
