DOGS.*

256. From and after the first day of May, nineteen hundred and
twelve, it shall not be lawful for any person or persons to own or harbor
dogs, male or female, or to allow the same inside the limits of said First
Precinct, without first obtaining a license so to do from the dog-catcher,
hereinafter provided for, and thereupon having attached to said dog a
collar on which a license tag or number to be furnished by the said dog-
catcher as hereinafter described.
All owners or harborers of dogs shall pay to the said dog-catcher annu-
ally the sum of one dollar for every male dog and the sum of two dollars
for every female dog kept within the limits of said precinct of the Fifth
Election District, which precinct does not include the First and Third
Voting Precincts of said district, and the evidence of the payment of
said license shall be a receipt of the dog-catcher for the same, and a metal
tag with a number thereon securely fastened to the collar of said dog,
and if any dog shall be found improperly or falsely numbered, the owner
or owners or harborers of the same shall be liable to a fine of five dollars
to be recovered as other fines and penalties are now recovered.
It shall be the duty of the police officers now stationed in said precinct,
under the direction of the chief of police, in the months of May and
September in each and every year to take an account of all dogs, male
and female, within the limits of said precinct, and return the same to the
County Commissioners of Anne Arundel County. An alphabetical list of
the names of the owners and harborers and the number of dogs, male and
female, owned or harbored by each.
If any dog be found on any of the streets, roads, alleys or lanes or
public parka within said First Precinct without a collar with a license
number thereto attached, as required by the provisions of this Act, the
said dog shall be caught and removed to some suitable place provided for
the purpose, there to be kept until called for and released in the manner
hereinafter provided, provided that if such dog shall not be claimed or
delivered up as prescribed by this Act within forty-eight hours after be-
ing so confined, it shall be killed on the following Tuesday or Saturday
of each week, but all dogs must be kept in the pound for a period of not
less than forty-eight hours. It shall be the duty of a member of the
police force to be present at the time such dogs are killed, and to count
the same and report in writing to the County Commissioners the number
of dogs killed. The pound shall be safely constructed and said dogs shall
be killed in as humane a manner as shall be possible under the circum-
stances.
If any person harbors any dogs within the limits of said First Pre-
cinct without obtaining a license so to do, whether they allow the same
to run at large or not, he or she shall upon conviction thereof before the
police justice of the peace for said precinct be fined the sum of one
