374. The County Road Engineer shall annually on the first Monday
in May appoint by and with the advice and consent of the Board of County
Commissioners district road supervisors, but not more than one supervisor
in any election district of Queen Anne's County, who shall be paid such
wages or salary as the County Commissioners may prescribe; and it shall
be the duty of said district road supervisor to take charge of and manage
the work on the public roads and bridges in the district for which he is
appointed, subject to the control and direction of the County Road Engi-
neer, or the Board of County Commissioners and he shall perform such
other duties as the County Road Engineer or the Board of County Com-
missioners may prescribe, and may be removed at any time by the said
County Road Engineer or the Board of County Commissioners.

375. Any person appointed under the provisions of this Act, whose
duty it shall be to keep accounts or make reports, who shall fail to do so,
or who shall wilfully make false reports or accounts, shall be liable to
indictment by the Grand Jury of Queen Anne's County; and, if convicted
in the Circuit Court thereof, shall be fined a sum, in the discretion of the
Court, not exceeding three hundred dollars, and shall make good the loss
arising from such neglect of duty or fraud.

376. Whenever any person or persons shall desire to improve any
public road in said county to any extent beyond that contemplated by the
County Road Engineer, he or they may make application to the County
Commissioners by petition, setting forth the location of the road to be
improved, the extent and character of the improvement, and probable cost,
thereof; and the said County Commissioners shall thereupon order the
County Road Engineer to examine the location and purpose set forth in
the petition; and if he shall be of the opinion that the public interest will
be promoted thereby, he shall report his determination to the County Com-
missioners, setting forth his reasons for such determination, and an esti-
mate of the costs of such improvement; and if the County Commissioners
shall approve the report of the said County Road Engineer, they shall
direct the expenditure of any amount, not to exceed one-half the total of
said estimate, to be paid out of the road levy or of other moneys belonging
to the county; provided, that the petitioners for such improvements shall
first pay into the treasury of the county an amount not less than one-half
of said estimate; all of said money to be expended under the direction of
the County Road Engineer and the Board of County Commissioners.

377. It shall not be lawful for the County Commissioners to open any
new public road in Queen Anne's County until they shall have such
