LIVERY STABLE KEEPERS.

310. If any person shall hire of any livery stable keeper in Queen
Anne's County any horse, mare, gelding or vehicle of any description what-
ever to go to any certain place, or any certain distance, and shall secretly
use said horse, mare, gelding or vehicle for a greater distance, or in going
to some other place with the intent to evade payment for such increased
use, and shall fail or refuse to immediately pay the said livery stable
keeper a reasonable compensation for the additional use of said horse,
mare, gelding or vehicle, which additional compensation shall be rated
in proportion to the increased distance and use; such person shall, on
conviction before any justice of the peace of Queen Anne's County, for-
feit and pay a fine of not less than five dollars nor more than one hundred
dollars, and upon failure or refusal to pay said fine and costs shall be com-
mitted by such justice of the peace to the jail of Queen Anne's County for
a period not exceeding thirty clays; and in case the judgment of the justice
of the peace is against the accused, he shall have the right of appeal to
the Circuit Court for Queen Anne's County upon entering into recog-
nizance with security to be approved by the justice of the peace, and in
every such case the appeal shall be taken within thirty days after the
date of his conviction.

311. For the price or value of feed, shelter or accommodation fur-
nished to any horse or other animal or vehicle of any kind, at any livery
stable, boarding or hiring stable in Queen Anne's County, the proprietor
or keeper of such livery stable, hiring or boarding stable shall have a lien
upon the said horse or other animal or vehicle for which he has furnished
the feed, shelter or accommodation in his stable, and may keep possession
of the said horse or other animal or vehicle until the price or value of
such feed or shelter or accommodation shall have been fully paid, and
for the purpose of collecting the said debt he may sell such horse or other
animal or vehicle for cash at public sale, upon giving notice of the time,
place and terms of sale by hand-bills posted up in at least five public
places near the said stable, and by advertisement published at least twice
in at least one newspaper published in the said county wherein the said
livery, boarding or hiring stable is situated, the first publication to be
not less than ten days before such sale, and the proceeds of the sale to be
applied after payment of expenses to the discharge of such indebtedness,
if any, to be paid over to the person or persons entitled thereto.
