to the commissioners in such penalties and such securities as said commis-
sioners may require, conditioned for the faithful performance of the duties
of his office.

991. The town commissioners of Upper Marlboro may purchase and
hold any property, real, personal or mixed, and dispose of the same for
the benefit of the town, and the inhabitants thereof.

992. The qualifications of the voter at any election held under the pro-
visions of this sub-title of this article shall be as follows: he must own
real or personal property to the value of two hundred dollars, located in
said town, or he must reside in said town, or he must be engaged in a
regular permanent business in said town; and in addition to the residen-
tial or business qualifications set forth above, his name must appear on
the assessment books of Prince George's county of the year prior to that
of the town election as owning real or personal" property to the value of
two hundred dollars. Furthermore, he must have been qualified in one
of the three ways mentioned above for at least six months prior to the town
election and otherwise qualified to vote for delegates to the General As-
sembly of Maryland before his vote shall be received at any town election.

993. Any person who has resided in said town and been a qualified
voter therein under the provisions of the preceding section of this act
for at least two years prior to his election as such, shall be qualified to
serve as town commissioner.

994. All elections held under this charter shall be held at the usual
polling place in said town, after at least ten days' notice of the same in
a newspaper published in said town given by the president of the commis-
sioners; the judges thereof shall be three in number, and shall be desig-
nated and appointed by said president at least ten days prior thereto; the
said judges shall appoint two clerks and shall keep the polls open from
three o'clock P. M. to six o'clock P. M., when they shall be closed and the
ballots publicly counted, and they shall, within two days after said elec-
tion, make a true and correct return of the same under their hands, to be
addressed and transmitted to the president of the commissioners, who shall
convene the said commissioners on the second day after the said election
to receive the returns of the same. The president shall then open the said
returns in the presence of the commissioners, and the commissioners shall
forthwith cause to be issued by their clerk certificates of election to the
three persons appearing from the said returns to have received the highest
number of votes, with the seal of the commissioners attached, and said
certificates shall be recorded among the proceedings of the commissioners;
if at any election of commissioners it shall appear from the returns of the
