Candidates for Mayor shall be not less than thirty years of age and
candidates for Councilmen not less than twenty-five years of age; they
shall have resided in the town at least one year immediately preceding
their nomination and be legal voters and property holders therein. Nomi-
nations of candidates for Mayor and Councilmen shall be made on motion
of any citizen who is a qualified voter in the town and if such nomination
is seconded by at least two additional qualified voters, and not otherwise,
the person so nominated shall be considered a candidate and his name shall
be placed upon the official ballot.
(C) Elections shall be conducted by three judges and a clerk, appointed
by the Council and shall be held at some convenient place to be designated
by the Council; any vacancy in the list of Judges or Clerk occurring be-
tween their appointment and the election, shall be filled by the Mayor.
The polls shall be opened at 6.00 o'clock A. M., and closed at 7.00 o'clock
P. M., when the ballots shall be carefully counted, and on the result
appearing, certificates of election shall be granted by the judges to the
Mayor and Councilmen so elected, and a report of the election shall be
filed with the Council.
(D) All voting at municipal elections shall be upon official ballots
printed on plain white paper, and of uniform size prepared and furnished
by the Council to the judges of elections, and to no other person. On
such ballots shall appear the name of each office to be filled at the said
election, plainly printed in black ink, and under which shall appear the
names alphabetically arranged of those candidates who have been nomi-
nated therefor in accordance with Paragraph B of this section. Imme-
diately following the name of each office, and preceding the names of the
candidates, shall be plainly printed in black ink a direction to the voter,
"Vote for one, vote for two or three (as the case may be), by making a
cross (X) mark in that square which is opposite the name of the candi-
date to be voted for." A light black line shall be printed immediately
under the name of each candidate, extending to a square or parallelogram
opposite the name of the candidate, and near the border of the paper.
(E) An intending voter shall present himself at the bar of the voting
booth or place of election to vote, and on being admitted, if qualified and
registered, the Clerk of Election shall hand to said voter one of the official
ballots above described, with the said Clerk's initials written on the back
thereof, and without any other written sign or mark thereon. The Coun-
cil shall provide a convenient and suitable place within said booth or vot-
ing place where the said voter may fill out or mark said ballot privately
by placing a cross (X) mark opposite the name of the candidate for
whom he desires to vote, but in so doing said voter shall make or place no
other mark, writing or device than such as is authorized by this section.
No voter shall occupy more than five minutes in marking his ballot, at
the end of which time at the demand of the Clerk of Election, the voter
shall immediately surrender his said ballot to the Judge of Election desig-
nated for that purpose. Before being surrendered to the Judge of Elec-
tion the said ballot shall be properly folded so as to show the initials of
