Mount Rainier shall have full power and authority to provide by ordi-
nance when and how such connections shall be made, and shall have full
power and authority to require the same to be made at the expense of the
owners or occupants of the said houses, buildings, etc., without discrimina-
tion. And the Mayor and Common Council of Mount Rainier shall have
full power and authority to provide fines and penalties for the failure,
neglect or refusal of property owners or occupants of houses, buildings,
etc., in said town to make or permit connections, or for the failure of such
parties to carry out reasonable regulations made by them for the main-
tenance of said water or sewerage system, or for injury to or interference
with the said system or any parts thereof, and said fines and penalties shall
be collected as are other fines and penalties.

796. In the construction of a water and sewerage system herein pro-
vided for, the Mayor and Common Council of Mount Rainier shall employ
a competent and experienced engineer to plan and superintend the work
of establishing and constructing said system, shall under his advice adver-
tise for bids for the construction of said system, or of such parts thereof
as may in their judgment be separately constructed, shall receive sealed
bids therefor, and shall award the contracts for such work to the lowest
responsible bidders, having, however, the right to reject any and all bids.
They shall require from the successful bidders surety bonds in penalties
sufficient to cover the contracts awarded them, with sureties to be approved
by the Mayor and Common Council of Mount Rainier, and conditioned
on the faithful performance of the contracts made, in accordance with the
plans, specifications, and stipulations under which the bids are made, and
further conditioned for the payment of laborers or material men furnish-
ing labor and material for such construction.

797. The Mayor and Common Council of Mount Rainier are hereby
authorized and empowered to do all acts and things not specifically men-
tioned herein, which may be necessary to issue and sell said bonds, to
arrange for building and constructing the water and sewerage system
herein provided for, and to maintain and operate the same, and they shall
have full power to pass all necessary ordinances in relation to and for the
protection of the same.

798. The bonds issued hereunder shall be the direct obligation of the
Mayor and Common Council of Mount Rainier, and the said corporation
shall be responsible for the payment thereof. The Mayor and Common
Council of Mount Rainier shall in the calendar year in which said bonds
are issued, and annually thereafter, assess against the total number of
front feet of all real estate in said town abutting on the streets in which
the sewer and water mains are laid, or are to be laid under the plans
accepted by them, an amount sufficient to pay the said bonds and the con-
