PRINCE GEORGE'S COUNTY. 4003

1916, ch. 200, sec. 14.

767. The Mayor elected hereunder shall qualify upon the next Monday
night succeeding his election by taking an oath before any officer of the
State of Maryland duly authorized to take an affidavit to the effect that
he will obey the constitution of the United States and the constitution and
laws of the State of Maryland, and will fairly and impartially administer
the duties of his office. The Mayor shall act as chairman of the Council
during his term, shall preside at their meetings and shall have the right
to discuss and vote upon any question coming before the Council. He shall
have no power to veto, but every ordinance passed by the Council must
be signed either by the Mayor and two Councilmen, or by three Council-
men, before the same shall become effective and enforceable.

The Mayor shall be the executive officer of the Mayor and Common
Council of Mount Rainier clothed with all the power necessary to secure
the enforcement of all ordinances and resolutions passed under the provi-
sions of this or any other act. He shall have power to call special meet-
ings of the Common Council upon one day's notice whenever in his opinion
the public good may require it. He shall appoint with the advice and con-
sent of the Common Council all officers and employes of said town, except
those whose appointment is otherwise provided for by this Act, and in
times of public danger, when it is impossible to convene the Common
Council, he shall have power to appoint officers of the peace for said town
charged with the duty of obtaining the peace and order thereof, and author-
ized to make the necessary arrests in so doing.

768. The Councilmen elected hereunder shall qualify upon the next
Monday night succeeding their election by taking the same oath as that
required of the Mayor, before any officer of the State of Maryland duly
authorized to take an affidavit.

The Common Council shall hold regular meetings at such times as they
may fix, which shall be at least once a month, which meetings shall be
open to the public, and they shall hold such special meetings as may be
necessary to the proper performance of their official duties. In case of
the absence or the inability of the Mayor to preside at any meeting, the
Councilmen may elect a Chairman pro tem. Three members of the Coun-
cil may at any time call a special meeting upon one day's notice. At any
meeting of the Common Council, three Councilmen or two Councilmen
and the Mayor shall constitute a quorum for the transaction of business.
No ordinance shall be passed by the Council except at a regular public
meeting, and three affirmative votes shall be necessary for the passage of
any ordinance, resolution or order.

Upon every vote upon an ordinance or upon any order for the payment
of money, the yeas and nays shall be called and recorded by the Town
Clerk and Treasurer, and every resolution or ordinance shall be reduced
