otherwise improved, they may order the same paved or improved, and the
amount expended in paving or improving the same, and the expense of
collecting the same from the owner of the property fronting thereon in
proportion to the amount expended in front of the said property by suit
against the owner, and the amount expended in such payment or improve-
ment, and the collection thereof, shall become a lien upon the property
chargeable therewith.

145. The said Commissioners may erect or establish a jail, house of
correction, hospitals or pest houses outside of said town, and pass ordi-
nances regulating and governing the same, and may acquire property
necessary for said purposes.

146. The said Commissioners shall have full power and authority to
establish in said town of Arundel on the Bay such free school or schools
as may be found necessary, and may pass such ordinances as may be re-
quired for the proper conduct thereof; provided, that for any school or
schools so established, the State or county shall be at no expense for erec-
tion or maintenance of same.

147. The said Commissioners shall have full power to construct and
keep in repair all necessary drains and sewers, and to pass such regula-
tions as may be necessary for the preservation of the same, and may
authorize any person appointed by them to enter upon the lots, grounds
and possessions of any person or body politic through which said sewers
or drains may pass, and regulate, make or repair the same; and may pass
such ordinances as they may deem proper for the protection of the same,
and fix penalties for the violation thereof. The cost of constructing, open-
ing, enlarging or strengthening any sewer in any street or alley or through
any private property shall be chargeable to the property adjacent thereto.

148. The said Commissioners shall have power to establish or cause to
be established such reservoirs, dams, tanks and other means of storing
water, and to authorize the laying of such mains, pipes or other conduits,
as may be required in constructing the same, and regulate the charge for
the same.

149. The said Commissioners shall have the power to establish or
cause to be established, suitable and necessary building or buildings, ma-
chinery and appliances for furnishing electric lights and power within the
said town of Arundel on the Bay; and the said Commissioners are au-
thorized to pass such ordinances as may be necessary for the maintenance
and conduct of such street lights.
