621. The Mayor shall biennially, on the fourth Monday in April, ac-
counting from the fourth Monday in April, 1912, and also on the fourth
Monday in April, 1912, nominate one person as Clerk to the City Council,
to be confirmed by the City Council; who shall perform such duties as the
Mayor and City Council shall assign, and shall receive a salary or com-
pensation of one hundred and twenty dollars per annum and shall give
such bond as may be required. The said Clerk shall keep a neat and cor-
rect minute of the proceedings of the City Council, in a well-bound book,
which shall at all times be open for the inspection of any person inter-
ested. He shall also enter in a well-bound book, kept for said purpose only,
a correct copy of all ordinances of the Mayor and City Council and index
the same as entered. He shall also cause copies of all of said ordinances
to be published one time in at least two of the newspapers published in the
said town, and if there be only one such paper, then publication therein
shall be sufficient.
POWERS OF CITY COUNCIL.

622. The City Council shall meet upon the next Monday night suc-
ceeding their election and after qualifying by taking an oath to support
the Constitution of the United States and of the State of Maryland, and
to faithfully, honestly and impartially perform the duties of the office to
which they have been elected, shall proceed to organize by electing one of
their number President of the Council, and they shall meet at 7 :30 o'clock
P. M. on the second Monday of each month for the transaction of general
business. Three members present and voting shall constitute a quorum
of the City Council for the transaction of business, and a majority vote of
all the members of said City Council shall be necessary for the passage of
any ordinance, resolution, order or appropriation. All ordinances, reso-
lutions, orders and appropriations shall take effect from the date of their
passage, unless otherwise provided therein.

623. The style of all ordinances shall be: "Be it enacted and ordained
by the Mayor and City Council of Laurel."

624. The City Council shall be the judge of the qualifications of its
own members, and may provide by ordinance for contested elections, and
in like manner may provide for a contest of the Mayor's election.

625. They may pass such ordinances, resolutions or regulations for the
good government, improvement and comfort of the town and the inhabi-
tants thereof as to them may seem proper:
