3884 ARTICLE 17.

duty of the treasurer of the Commissioners of Hyattsville, and he is
hereby authorized and empowered, to collect and receive the said charges
for water, under the direction of the commissioners and in accordance
with the rules to be established as hereinbefore provided for. The treas-
urer shall keep an itemized account of all water charges and fines on
account thereof, due and payable, together with the names of the con-
sumers, and description of the property served fully identified, together
with such data as the said rules may require in a separate, well-bound
book or books, to be provided for the purpose by the commissioners. He
shall also render in writing, on the first day of each month, to the com-
missioners, and at such other times as they may require, an itemized state-
ment or report of all moneys due, payable or paid to him on account of
the water charges, together with all moneys expended by him on account
of the water works, and such other data as the commissioners may require
of him; and it shall be the duty of the clerk to the commissioners to pre-
serve such statements on the file in the office of the commissioners, and
permit the same to be inspected under his care by any person interested.
It shall be the duty of the treasurer to pay the salary or wages of the
employees of said water works, and for supplies, material and labor for
the maintenance and operation of said works purchased and contracted
for by the commissioners, as hereinbefore provided for, upon presentation
to him of a written order of the president of the commissioners, and at-
tested by the clerk, and properly indorsed by the holder. The treasurer
shall receive for his services such compensation as the commissioners may
direct, not exceeding ten per centum of the moneys actually received by
him.

497. The title to said water works and all parts thereof, and lands
and buildings pertaining thereto, and books and accounts shall belong
to and vest in the Commissioners of Hyattsville; that any person who shall
wilfully or knowingly destroy or deface such books or accounts, or pollute
the water or commit a nuisance in or near the said water-works, or any
part thereof, so as to injure the same or pollute the water, shall, upon
conviction thereof, be fined not less than five dollars nor more than one
hundred dollars, for each offense, or confined in the county jail for a
period of not less than thirty days nor more than eighteen months, one-
half of the said fine to go to the informer and the remainder to the Com-
missioners of Hyattsville for the purpose of this act.

498. In the event of any change from the present form of the govern-
ment of Hyattsville that such officers who shall take the place of and act
in the stead of the commissioners and other officers in this act mentioned
shall be authorized to perform the duties and exercise the powers by this
act conferred upon the commissioners and other officers mentioned in their
respective capacities, it being understood that the duties herein specified.
