the contract for the installation of said nitration plant shall, within one
year from the date of said approval, be awarded by the said Water Com-
pany to the lowest bidder furnishing satisfactory corporate bond, said
award to be made only after public advertisement for bids for such work,
and which bids shall be publicly opened at a time and place designated
in the advertisement; and provided, further, that such work shall be done
under the supervision of a competent engineer selected by the said Water
Company and approved by the said Mayor, Counselor and Aldermen of
the City of Annapolis. And the said Mayor, Counselor and Aldermen
of the City of Annapolis are hereby vested with full power and authority
to do all things necessary and proper to carry out the provisions of this
Act pertaining to the said election, and to appoint and qualify the neces-
sary officials for holding said election and to designate the place or places
therefor.*

89A. Whenever it shall be deemed necessary and advisable by the
Annapolis Water Company to take or acquire any land, structures or build-
ings, or any stream bed, water way, water rights or water sheds, either in
fee or as an easement, within or outside of the City of Annapolis or Anne
Arundel County for the construction, extension or maintenance of any
Avater main, reservoir, water filtration plant, tank or pumping station, or
for the execution by the Annapolis Water Company of any other function
vested in it by this Act or its Charter. The Annapolis Water Company
may purchase the same from the owner or owners, or failing to agree with
the owner or owners for the purchase thereof may condemn the same by
proceedings in the Circuit Court for the County in which said land,
structures, stream bed, water way, water rights or water shed is located,
as are provided for condemnation of land by public service corporations in
the Public General Laws of Maryland now or thereafter in effect, and the
Annapolis Water Company may likewise condemn the interest of any
tenant, lessee or other person having any right or interest in said land,
.structures or buildings, stream bed, water way, water rights or water shed.
At any time after ten days after the return and recordation of the ver-
dict or award in said proceedings, the Annapolis Water Company may
enter and take possession of the property so condemned, upon first paying
to the Clerk of the Court the amount of said award and all costs taxed
to that date, notwithstanding any appeal or further proceedings upon the
part of the defendant. At the time of said payment, however, the Annap-
olis Water Company shall give its corporate undertaking to abide by and
fulfill any judgment in such appeal or further proceedings.

90. The Mayor, Counselor and Aldermen of the City of Annapolis is
hereby authorized to borrow money in a sum not to exceed one hundred
