tions and precautions; and by ordinance to regulate the erection and repair
of all buildings and grant permits therefor, specifying the material of
which the same may be built and the purpose for which same may be
used; and by ordinance to prevent and to regulate the keeping and storing
of gunpowder, oil or other explosives or combustible material, in such
places and under such conditions as may appear proper; to provide by
ordinance for the proper restraining of all improper public exhibitions or
amusements and to regulate by ordinance the proper erection of buildings
therefor and the maintenance of safe exits therefrom; to regulate and
provide by ordinance for the proper condition of sidewalks; to prevent
by ordinance the throwing or allowing the accumulation of foreign mate-
rial or of any offensive or dirty material on the public streets or near
thereto; to regulate by ordinance the keeping of doga in the town; to regu-
late by ordinance amusements, public exhibitions and business establish-
ments and to provide by ordinance a tax or license therefor and to provide
for the effective collection thereof; to provide by ordinance proper pen-
alties for any person keeping a dog or bitch, or allowing one to remain
on his premises who does not comply with such regulations and providing
for the killing of all dogs, the owners or ones in possession of which, do
not comply with such regulations and for killing or impounding of all
dogs found miming at large, in violation of such regulations; and for
the proper execution of all of the aforesaid regulations, the Cottage City
Commission may provide by ordinance such penalties as now allowed to
them by the Town Charter. The style of such ordinances shall be "Be it
ordained by the Cottage City Commission" and two affirmative votes shall
be necessary for the passage of any such ordinance.

267. Paragraphs A and B of Section 272 shall not apply to the pro-
visions of this Act and the power conferred upon the Cottage City Com-
mission hereunder.

1929, ch. 174, sec. 5C.

268. Upon a petition of the majority of the registered voters of said
town filed with the Cottage City Commission on or before the 15th day
of March in any year, the Cottage City Commission shall at the annual
election occurring thereafter submit for approval or rejection any ordi-
nance passed under Section 266 of this Article. The said question shall
be submitted to the registered voters on the regular ballot with such in-
formation as is necessary to describe the ordinance. If a majority of the
votes cast for and against the ordinance shall be in favor of its approval,
then said ordinance shall continue to be in full force and effect, but in
case the majority of the votes cast for and against the ordinance shall be
in favor of its repeal, then said ordinance shall become null, void and of
no effect, and the Cottage City Commission at its first meeting subsequent
io said election shall repeal said ordinance.
