3794 ARTICLE 17.

(D) Subject to the provisions of this Act, such Commission may regu-
late the conduct of its business and meetings and the government of said
town; and a majority of said Commissioners shall constitute a quorum.

(E) The Secretary Commissioner shall have charge of the town seal
and all property, records, books, papers and other things of said town.
Said Secretary Commissioner shall, within the limits of said town, have
the same power and authority to administer oaths (including oaths of office
of the Commissioners, town Treasurer, members of the Board of Election
Supervisors, and other town officers) as is possessed by a justice of the
peace and a notary public. Any person who swears falsely before said
Secretary Commissioner shall be guilty of the crime of perjury and shall
be subject to the penalties provided by the laws of the State of Maryland.

(F) All contracts made by said Commission on behalf of said town
shall be made in the name of the Town of Cottage City by The Cottage
City Commission and shall be signed by the Chairman Commissioner or
acting Chairman Commissioner, and shall be attested by the Secretary
Commissioner who shall seal the same with the town seal. No Commis-
sioner and no other town official shall be directly or indirectly personally
financially interested in any contract awarded or entered into by said Com-
mission on behalf of said town.

(G) No member of said Commission shall receive out of town funda
or property any salary for his services as such member of said Commis-
sion. The Secretary Commissioner may however, charge such fee or fees
for administering oaths as justices of the peace and notaries public are
by law allowed to charge, and no more; Provided, however, that such Sec-
retary Commissioner shall charge no fee for administering oaths of office
to Commissioners, the town Treasurer, the members of the Board of Elec-
tion Supervisors, and other town officials.

(H) Said Commission shall have no power to appoint any person to
any official position or office in said town to which is attached any salary
payable out of town funds or property except in the case of the town
Treasurer.

(I) Said Commission shall by resolution appoint a town treasurer to
be known as the Cottage City Treasurer, who shall also act as clerk to
said Commission. The salary of said treasurer shall be one hundred dol-
lars per annum.

(J) Each of the Commissioners appointed in Section 275 of this sub-
title shall, before entering upon the duties of his office, take oath, before a
justice of the peace or other officer or person (including a notary public)
authorized by law to administer oaths in Prince George's County, that he
will diligently and faithfully discharge all the duties of his office. Each
of the Commissioners elected under Section 273 of this subtitle shall like-
wise take such an oath but such oath of any of such last named Commis-
sioners may be taken either before the retiring Secretary Commissioner or
before a justice of the peace or other officer or person (including a notary
public) authorized by law to administer oaths in said county. Such oaths,
or a certified copy of the same, shall be kept among the town records.
