3788 ARTICLE IV.

attend the meetings of the Mayor and Council, and perform such duties
as they may be directed to perform. The Clerk shall keep the minutes
of the proceedings of the Mayor and Council in a well bound book to be
provided by the Mayor and Council, which shall be open for inspection to
all persons interested therein. He shall receive the taxes and other moneys
due the town, and deliver same to the Treasurer, keeping a record of each
item. The Treasurer shall keep all moneys belonging to the town and
disburse the same only in accordance with the regulations and orders of
the Mayor and Council. The Clerk and the Treasurer shall each give
bond to the Mayor and Council in such penalties and with such sureties
as the Mayor and Council may require. The Marshal shall preserve the
peace and good order of the town, and enforce the ordinances passed by
the Mayor and Council, and for this purpose he is vested with the same
power and authority within the boundary limits of the said town as con-
stables now have or may have hereafter under the laws of this State. The
Health Officer shall make frequent inspections, as often as may be neces-
sary to maintain the public health and sanitary condition of the town, and
for this purpose he is vested with the same authority within the boundary
limits of said town as any health officer of the State.

248. The said Mayor and Council is hereby authorized to make or
cause to be made a plat of said town upon which may be shown all streets,
roads, and public ways, whether theretofore or thereafter laid out or pro-
jected, and by which all lots and property therein may thereafter be de-
scribed; to control the sub-division of all lands and property within the
boundary limits of said town; to require all persons subdividing land to
establish building lines and to require all persons erecting buildings there-
on to conform thereto; to establish grades of the streets, gutters and side-
walks of said town and to fix the width thereof; to open and keep open and
free from obstruction, all streets and public reservations; to grade, close or
alter the same; and their rights, powers and duties in relation thereto
shall, except as. hereinafter otherwise prescribed, be the same as is pro-
vided by the Code of Public General Laws of this State for opening, alter-
ing and closing public roads by the Board of County Commissioners, with
the right to appeal to the Circuit Court of the county.

249. The Mayor and Council shall have full power to pass such ordi-
nances as they may deem necessary for the preservation and protection of
the streets, sidewalks, street lights and other public property of the town
and for the protection of the public health. They may provide by ordi-
nances for the opening and closing of streets, alleys, the straightening,
widening, paving and grading and improving of same. The Mayor and
Council shall cause to be constructed in such cases as they may determine
to be necessary for the public benefit and for the interest of the abutting
property owners, sidewalks, curbs and gutters of concrete, and roadbed
