3786 ARTICLE 17.

to be served by each Councilman. At each successive annual election the
qualified voters of each ward in which there is a vacancy shall elect a
Councilman to serve for two years. All citizens of the United States of
the age of twenty-one years or over who have resided within the limits of
the said town for a period of one year previous to the election at which
they present themselves to vote shall be qualified to vote for the election
of officers for the town of Colmar Manor and at all elections provided for
under this Charter. The Mayor, Clerk and Treasurer must continuously
reside in said town, and each Councilman in his respective ward, during
their terms of office, and they shall receive no compensation for their serv-
ices, except that the Treasurer shall receive a salary to be fixed by the
Mayor and Council which salary shall not exceed an amount equal to five
per centum of the money coming into the custody of the town Treasurer.

244. The Mayor and Council shall meet in some convenient place in
said town not less than once in every month. The majority shall form a
quorum for the transaction of business; and upon each action the yea
and nay vote of the Mayor and each Councilman shall be recorded oppo-
site his name. The Mayor and Council shall pass rules and regulations
consistent with the provisions of this Act for their own government while
in session. Any Councilman absent from three consecutive meetings,
without excuse, shall constitute a vacancy. All vacancies occurring from
a ward shall be filled from said ward by the Mayor and Council. The
Mayor shall preside at the meetings of the Mayor and Council and shall
call meetings from time to time as he may deem necessary, but in case
of his absence from any meeting, the Councilmen present shall elect one
of their members to preside who shall for the time being have all the
authority of the Mayor.

1927, ch. 178, sec. 7.

245. Annually on or before the first Monday in June, the Mayor and
Council shall appoint two judges, who shall appoint a clerk, to conduct an
election by ballot on the first Monday in July, if not a legal holiday, and if
a legal holiday, then on the day following, for the election of officers as pro-
vided for in Section 243 of this subtitle. The polls shall be open between
the hours of five and nine P. M.; the two judges and the clerk above pro-
vided for shall constitute the Board of Election Supervisors for said town,
and shall determine the qualifications and right of each voter to partici-
pate in the town election by asking each applicant who presents himself
to vote at the election which they have been appointed to conduct, under
oath, these questions: First—What is your name? Second—Have you
resided in Colmar Manor for a period of one year immediately preceding
this election? Third—Are you 21 years of age or over? Fourth—In
what ward do you live ? And should the answers of the applicant be in
the affirmative to the second and third questions, then it shall be the duty
of said Board of Election Supervisors to allow such applicant to cast his
