3764 ARTICLE 17.

fore accepted by them. The said Mayor and Common Council may enact
all ordinances from time to time, not contrary to law, necessary and proper
to exercise the power granted in this section; provided, that before open-
ing or condemning any street or alley at least twenty days' notice shall be
given by them of any application which may be made for the passage of
any such ordinance, by notice posted in at least three public places, and
by two weekly insertions in at least one and not more than two newspapers
published in Prince George's County.

161. The Mayor and Common Council may by ordinance provide for
such fines, penalties, and forfeitures for breach of their ordinances as they
may think proper, not exceeding twenty-five dollars for any one offense;
and may provide for non-payment of such fines, penalties and forfeitures
that the offender be imprisoned in some place of confinement as provided
in the succeeding section, for a period of not exceeding sixty days.

162. They may provide by ordinance for the good government of the
town, for the preservation of peace and order therein, and for securing to
the residents of said town all the rights of person and property to which
they are entitled by law; for the surveying, grading, paving, repairing,
draining, laying out, extending, widening, opening, closing, straightening
or relocating streets, sidewalks, or alleys in said town, and they may con-
demn or purchase the right of way for any street or alley which they
may determine shall be opened for the public good; for the removal of
any obstruction from streets, lanes and alleys; for establishing of build-
ing lines and building regulations; for prohibiting carrying of concealed
weapons; for prohibiting the discharge of firecrackers, torpedoes, and
other explosives; for preventing swine, cattle, fowls, dogs or other animals
from running at large on the streets; for the suppression of gambling, vice,
or immorality; for apprehending and punishing all tramps and vagrants;
and they shall pass all ordinances necessary from time to time to carry out
and enforce the foregoing provisions, and give full force and effect to the
power and authority conferred on said corporation; and they may provide
by ordinance for reasonable fines and penalties not exceeding twenty-five
dollars in any one case, as may appear to them right, upon conviction
before a justice of the peace. All prosecutions under this section or any
ordinance made in pursuance thereof shall be before any justice of the
peace of Prince George's County resident of said town, who may, upon
conviction, impose such fine as may be specified by any such ordinance,
not to exceed twenty-five dollars, and in addition thereto may imprison the
offender until the fine be paid, not exceeding thirty days, such imprison-
ment to be in the town lockup if one be provided, or in the county jail,
and the Sheriff of Prince George's County shall receive and confine any
person so committed.
