of Assessors as may to it seem reasonable and just for the purpose of
equalization. They may also remit taxes when the same shall have been
illegally imposed. The said assessors shall receive for their services such
reasonable compensation as may be fixed by the Mayor and Common
Council. In the event of a transfer of a title to real estate between assess-
ments hereinabove provided, the Treasurer of the town is authorized to
change the name of the party to whom the property is assessed without
changing the assessed value, and the property shall thereafter be assessed
in the name of the transferee.
The said Mayor and Common Council shall during the month of May
in each and every year levy the taxes authorized to be levied by law and
shall deliver to the Treasurer their warrant for the collection thereof. And
such taxes shall thereupon be collected as herein provided.
The said Mayor and Common Council shall have power to levy and
collect taxes in the town not exceeding for general purposes in any one
year one dollar on each one hundred dollars of assessable property, all
of which taxes shall be levied during the month of May in each and every
year. The taxes so levied shall be due and in arrears on the first day of
October succeeding the levy; provided, that nothing herein contained shall
be construed as denying to the said Mayor and Common Council the right
to assess and levy taxes in conformity with Chapter 656 of the laws of
1916, and to change the rate correspondingly.

158. There shall be appointed annually in the same manner and for
the same period as the said assessors, one or more voters of said town, as
bailiffs of said town, whose duty it shall be to preserve the peace and good
order of the town, and for this purpose the bailiff or bailiffs are hereby
vested with the same power and authority now possessed by constables
under the laws of this State, and bailiff or bailiffs shall take the required
oath and enter upon their duties on the first day of July in each year.

159. The bailiff or bailiffs shall have the same fees for executing and
serving process for any violation of any ordinance of the Mayor and Com-
mon Council of Capitol Heights as are allowed constables for similar
services and such other compensation as the Mayor and Councilmen shall
fix. All other officers of the corporation before entering upon the duties
of their office shall take an oath before a justice of the peace within the
limits of said corporation that they will diligently and faithfully to the
best of their judgment and ability, discharge the duties of their office
without favor, partiality, or prejudice, and to support the Constitution of
the United States.

160. The clerk, treasurer, and bailiff or bailiffs shall give bond pay-
able to the Mayor and Common Council in such penalty and with such
