85. No person, persons or body corporate shall turn off the water
from any of the water plugs and the public hydrants of said city, located
in the streets of Annapolis, for any cause whatever, without giving twenty
hours' previous notice thereof to the Mayor of said city; and any person,
persons or body corporate offending against this section, shall be subject
to such penalty or penalties as the corporation of said city deems proper
to inflict and are consistent with the rights and privileges delegated to it
in the charter of said city.

86. The Mayor, Counselor and Aldermen of the City of Annapolis, a
municipal corporation, is hereby authorized and empowered to construct,
or have constructed under contract, a sewerage disposal plant for said city,
and said municipal corporation is hereby authorized and empowered to
borrow on the faith and credit of the said corporation a sum of money not
to exceed $50,000, and to issue bonds therefor in addition to all other
indebtedness of the said corporation under the conditions hereinafter set
forth.
The said Mayor, Counselor and Aldermen of the City of Annapolis is
hereby authorized and empowered to enact an ordinance, or ordinances,
setting out the specific purposes for which the money provided under this
Act shall be applied, and the approximate cost thereof, and to submit the
same to the taxpayers of the City of Annapolis at an election to be called
for that purpose, which said election shall in all particulars not herein
provided for be held under the supervision and direction of said Mayor,
Counselor and Aldermen of the City of Annapolis, and this Act shall not
be effective unless a majority voting of the taxpayers of the City of
Annapolis shall by their votes at said election declare their assent to the
borrowing of said money and the issuing of bonds mentioned in said ordi-
nance and the particular purpose to which said money shall be applied.
The said Mayor, Counselor and Aldermen of the City of Annapolis,
in the event of the approval of said ordinance by a majority of the tax-
payers of the City of Annapolis, is hereby authorized and empowered to do
all things necessary for the issuing of such bonds, the offering for sale '
under the most advantageous terms and conditions, the providing for the
sinking fund for the purpose of meeting the interest on said bonds and
their payment upon maturity, and to do all other things that may be
necessary and proper in the procuring of the loan, the issuance and pay-
ment of the bonds, and the carrying on of the work provided under the
ordinance hereinbefore authorized.
The bonds herein provided for shall bear interest at a rate not exceeding
five per centum per annum, and shall be forever exempt from all taxation
for county, municipal and school purposes, but said bonds shall not be sold
for less than their par value.
Full authority is hereby given the Mayor, Counselor and Aldermen
of the City of Annapolis to construct said sewerage disposal plant in order
