mined by them in accordance with the previous section, and where work
is done under contract the Mayor and Town Council shall invite proposals
for said work by advertisement for two weeks in some newspaper having
general circulation in Brentwood, at such leasonable cost for said adver-
tising, to be paid out of the fund provided by this Act, as the Mayor and
Town Council shall determine, and the said Mayor and Town Council
shall, in all cases, award the contract for such work to the lowest respon-
sible bidder therefor, reserving at all times the right to reject any and
all bids received All contractors for such street improvements shall give
bond in such sum as the Mayor and Town Council shall require, with
sufficient surety or sureties, to be approved by the Mayor and Town Coun-
cil, for the faithful performance of their contract The Mayor and Town
Council shall employ a competent engineer at such compensation as may
be determined by them in carrying out the objects of this Act *

134. The Mayor and Council shall have full power to control and pro-
tect public grounds owned by the town of Brentwood, whether within the
corporate limits or outside of said town

135. No ordinance passed by the Mayor and Town Council shall go
into effect until after the expiration of thirty days after its passage, unless
otherwise provided by the laws of this State If within thirty days from
the date of its passage a petition protesting against it signed by one-half
as many voters as voted at the last general election shall be filed with the
Town Clerk, such ordinance shall be suspended, and the Mayor and Town
Council shall reconsider it, and if it be not repealed the Mayor and Town
Council shall submit it to a vote of the duly qualified voters of said town
at the next election, provided, however, that if the next election shall occur
more than ninety days thereafter, the Mayor and Town Council shall call
a special election for the purpose of deciding whether such proposed ordi-
nance shall or shall not become a law, and the same shall become operative
or repealed by a majority of the votes cast at this election

136. The Mayor and Town Council of Brentwood, Maryland, a mu-
nicipal corporation, is hereby authorized and empowered to levy and col-
lect annually a special assessment of not to exceed ten cents on a hundred
dollars, according to the assessed valuation appearing on the books of the
said town, on all real and personal property situated in the town of Brent-
wood, in Prince George's County, Maryland, the money derived from said
special assessment to be used exclusively for the maintenance, equipment
and operation of the Brentwood Volunteer Fire Department
