upon proof, revoked by the Circuit Court of Anne Arundel County, or
by said Mayor, Counselor and Aldermen; the same person shall not again
be licensed within two years of the time of such revocation; nothing in
this subtitle shall be construed to repeal or modify any of the provisions
contained in or the penalties imposed by any provision of the Code of
Public General Laws or Public Local Laws of this State, forbidding or
restricting the sale of intoxicating liquors or any of the provisions of
this Article in regard to sale of intoxicating liquors to minors, students
of St. John's College or others, as provided in Section 54 of this Article.

51. Upon complaint or allegation of any qualified voter of the City
of Annapolis who shall give security for the costs of prosecution, that any
license 'has been issued by said Mayor, Counselor and Aldermen to any
person who shall not have complied with the provisions of this subtitle
relating thereto, it shall be the duty of the State's Attorney for Anne
Arundel County to file in the Circuit Court for said county, an infor-
mation against said licensee, and if it shall be found that such license has
been improperly issued said license shall be revoked.

52. Any person who shall be convicted of delivering distilled liquors
or any admixture of distilled liquors containing more than fifteen per cent,
of alcohol, to any person licensed to sell only fermented liquors, or liquors
containing less than fifteen per cent, of alcohol, or upon the premises of
such person, shall upon conviction be fined not less than oue hundred dol-
lars nor more than five hundred dollars, or be imprisoned in jail for not
more than six months, or be both fined and imprisoned in the discretion
of the court.

53. The said Collector and Treasurer shall give notice, by publication
in newspaper or newspapers published in the City of Annapolis, to be des-
ignated by the said Mayor, Counselor and Aldermen, of all applications
for said liquor licenses or for the transfer or assignment of the same to
other person or premises, at least one week before a vote shall be taken
by the said Mayor, Counselor and Aldermen on said application.

54. It shall not be lawful for any person, whether licensed to sell
spirituous, fermented or intoxicating liquor or not, to sell, give directly
or indirectly, dispose of, barter, furnish, hand over or deliver, within the
corporate limits of the City of Annapolis, or within five miles thereof,
any spirituous, fermented or intoxicating liquors, wines or cordials of
any kind, or in any quantity whatever, to any youth or minor under the
age of twenty-one years, either for his or her own use or for the use of
any other person, either with or without the written order or consent of
