challenged before the Council, sitting for the purpose of hearing appeals
as herein provided, although not challenged at the time of registration,
provided notice is given at any time, before noon on the said appeal day to
the party whose qualifications are to be challenged
(B) A general registration shall be held at such times as the Council
may by ordinance direct, provided, however, that in no case shall more
than ten years elapse between any such general registration and the next
succeeding general registration The Council shall appoint a sufficient
number of registration officers to conduct registrations with the least possi-
ble delay and inconvenience to applicants applying for registration, and
the Council may direct officers of registration to sit for the registration of
qualified voters at such additional times as may in the judgment of the
Council be necessary, provided, however, that nothing herein contained
shall be deemed to relieve the officers of legistration from sitting on the
days and hours herein specifically provided
(C) The Council is authorized and directed to fix the compensation of
such officers of registration, and to pay such compensation and all other
expense incident to the registration herein provided for
(D) The Council is further authorized to promulgate, by ordinance,
rules and regulations not inconsistent with the provisions of this Act, re
lating to the registration herein provided
(E) Any person who shall wilfully swear falsely before such registra-
tion officers in order to procuie his name, or that of any other person to be
removed from or placed on the registration list, shall be guilty of the
crime of perjury, and shall be liable for presentment and indictment there
for in the Circuit Court of Montgomery County, and on conviction there-
of shall be fined not less than one hundred dollars ($100 00) or be con-
fined in the penitentiary of the State for not exceeding one (1) year, or
may be both fined and imprisoned, in the discretion of the Court

958. (A) The Council shall meet at some convenient place in said
town on or before the first Monday in June next succeeding their election,
and as often thereafter as may be necessary to discharge the duties of then
office, not less, however, than once in every month A majority of the
Council shall constitute a quorum for the transaction of business and the
Council shall pass rules and by-laws for their own goveinment while in
session, upon a tie vote the vote of the Mayor shall be deciding, in the
absence of the Mayor at any meeting the members of the Council piesent
shall elect one of their own number to provide during his absence who, for
the time being, shall be clothed with all the powers and authority of the
Mayor
(B) The Mayor, as executive officer of the town, shall be charged with
enforcement of the laws and ordinances of the municipality, he shall an-
nually appoint such standing committees and from time to time such
special committees as the Council may determine and shall designate the
